Study in Libya

The Ministry of Higher Education and Scientific Research oversees higher education, while individual universities and academies administer admission, registration, examinations and degree certificates. Other relevant bodies include the National Center for Quality Assurance and Accreditation of Educational and Training Institutions, the Libyan Academy of Postgraduate Studies and higher education institutions themselves. The system includes public universities, private universities and colleges, Libya Open University, postgraduate academies, higher institutes, higher technical colleges and research centres. Admission generally requires a secondary school certificate or an accepted equivalent. A university or institution may also apply capacity limits, annual admission rules and programme-specific requirements. Applicants from outside Libya may need school-certificate equivalency, institution-specific admission approval, legal residence evidence and applicable fees. Registration portals may accept a national identification number, an administrative number or a passport, but the accepted documents and deadlines must be checked for the specific institution and intake. An institution's recognition and a programme's accreditation are separate checks. The national quality assurance body lists recognised institutions and programme statuses, including statuses that may have expired. Public listings and institutional websites can differ because administration is fragmented, so the institution, programme, accreditation status and expiry date should be confirmed through current official sources. Available listings include 27 recognised public universities, while the private-institution total changes and does not align consistently with every portal figure. Higher education covers undergraduate and postgraduate study. Standard qualifications include a bachelor's degree or licence, a technical bachelor's degree, a master's degree and a doctorate. Study may be regular or affiliate, and open or distance study is relevant only when the institution and programme are approved. Higher technical colleges generally require at least eight semesters, or four years, for a technical bachelor's degree. Older postgraduate regulatory benchmarks describe a master's programme as at least 18 months and normally no more than 36 months, with a possible six-month extension; a doctorate is described as at least 36 months and normally no more than 60 months, with a possible six-month extension. Current programme rules take priority. Older benchmarks also refer to at least 24 units and a thesis, or 40 units, for a master's degree, and up to 24 units, a comprehensive examination and a thesis for a doctorate. Universities decide semester and examination dates under applicable ministerial and institutional rules. Students generally receive access to approved study programmes, student services and examination and graduation records. They must register correctly, meet deadlines and study and examination rules, pay applicable fees and follow academic integrity and disciplinary requirements. Credit transfer and recognition of previous study are decided by the relevant institution and do not occur automatically. There is no reliable current national tuition-fee table for all of Libya. Public and private study fees follow applicable decisions and institutional or programme rules, and registration, accommodation, transport and certificates may create separate charges. Foreign students must check the specific fee and exemption rules. Scholarships and internal postgraduate study placements exist in documented calls, but eligibility, quotas, subject areas, host institutions and regions vary; no general entitlement follows from their existence. The university or academy normally issues the degree certificate. Recognition of a foreign qualification or study level is handled through the quality assurance system and may include a review of the institution and programme, with online tracking where available. Academic recognition does not itself grant a professional practice licence. Progression from a bachelor's degree or licence to a master's degree and then a doctorate depends on the admission rules of the next programme.
