State in Libya

Libya is formally an independent democratic state governed provisionally by the 2011 Constitutional Declaration, but it does not exercise one consistently unified state authority across the country. Competing institutions, parallel administrations and uneven control affect public services, documents, budgets, courts, participation and security. Municipalities provide local services, while national institutions handle executive, legislative, financial and security functions with differing practical reach.
