Disasters in Luxembourg

Luxembourg's disaster risks range from everyday emergencies to events that affect many people or essential services. Fires, road rescue and other emergencies requiring assistance to people occur frequently. River and surface-water floods, storms, landslides and tornadoes are the main recurring natural hazards. Technological failures can affect infrastructure and the 16 Seveso sites subject to major-accident rules. Earthquakes, malicious or terrorist threats and serious information-technology or network failures are less frequent but can have wide consequences. Flood preparation uses official flood-hazard and flood-risk maps for 17 at-risk watercourses. Pluvial-flood maps show expected water depth, affected area and flow speed. Geoportail and public Open Data provide access to relevant maps and infrastructure information. Households can keep an emergency kit, make a voluntary personal emergency plan, monitor official information and limit unnecessary travel and non-urgent communications during a crisis. Neighbours and people who may need assistance can also require practical support. LU-Alert is Luxembourg's public warning system. It can send geo-targeted warnings through Cell Broadcast, location-based SMS, the LU-Alert app, official websites, media and social media. Cell Broadcast and location-based SMS require no registration; the app must be downloaded. Alerts are issued in German, English and French by bodies including the Administration de la gestion de l'eau, the Luxembourg Veterinary and Food Administration, the Corps grand-ducal d'incendie et de secours (CGDIS), the High Commission for National Protection (HCPN), MeteoLux and the Police grand-ducale. Sirens are currently used for nuclear alerts rather than as a general warning channel. The 112 emergency number is free and available around the clock for fire, ambulance and rescue, including floods, pollution and serious damage. The CSU-112 receives the rescue call, assesses the alert, dispatches resources and coordinates the intervention. Call 113 for police emergencies. Follow official instructions, keep access routes clear for rescuers, obey road closures and detours, and use telephone and data networks sparingly. CGDIS operates through professional and volunteer staff and covers the Centre, Est, Nord and Sud rescue zones. The Army, the Luxembourg Red Cross and Luxambulance can provide coordinated reinforcement. RESC-LU supplies personnel and equipment to local or national authorities when life-critical operations exceed CGDIS capacity. The Directorate for Civil Security provides ministerial coordination, while HCPN coordinates major crises. The Intempéries–Inondations plan combines former weather and flood arrangements and sets out crisis bodies, warnings, public information, emergency measures and operational responsibilities. CERI assesses weather and flood risks, and PCO-C provides interministerial operational command. Authorities communicate ordered evacuations and the routes, assembly points and reception arrangements for each event. People who cannot travel independently may be directed to an assembly point and transported by bus. Communes and national authorities arrange assistance for people with reduced mobility or who cannot leave independently. Reception or accommodation sites are designated case by case, so Luxembourg does not provide a general guarantee of a permanent disaster shelter. Nuclear contingency planning can include temporary centres operated with the Army and CGDIS. No fixed evacuation lead time applies to every hazard. Recovery combines prevention, forecasting, protection, preparation and restoration. Communes and CGDIS support local resilience, and flood maps and plans are reviewed every six years. Do not assume that a general disaster-compensation scheme covers every loss; the applicable support must be checked with the responsible commune or authority. The PNOS is the legal CGDIS steering plan and includes a risk inventory and coverage targets. Its planning target of reaching 90 to 95 percent of medical-assistance, fire and rescue operations within 15 minutes is not a statement of current performance.
