The documented 2015 structure contains 10 major groups, 40 subgroups, 124 minor groups, 433 unit groups and 4,145 occupation codes; the SSO archive also lists a 2026 edition. The major groups cover armed forces, managers, professionals, technicians and associate professionals, clerical support, services and sales, skilled agriculture, forestry and fishery, craft and related trades, plant and machine operators and assemblers, and elementary occupations. The Centre for Development of Vocational Education (ЦРСО) connects qualifications with possible occupations, schools and regions in its guidance. Formal secondary vocational education is available through schools and Regional VET Centres. Other routes include partial or adult qualification programmes, requalification, additional training, validation of non-formal learning, dual education, traineeships, internships and training with a known employer. The guidance identifies qualification levels 2, 3, 4 and 5, while the National Qualifications Framework has eight levels and sublevels. Formal higher education has first-, second- and third-cycle programmes, with progression depending on the programme and its admission rules. Most occupations do not require a universal national licence. A regulated profession follows sector-specific law and may require a prescribed qualification, probation or internship, a professional examination, registration and an active licence. For example, a doctor of medicine needs the relevant education, probation, professional examination, registration in the Doctor’s Chamber register and a chamber licence, which generally lasts seven years. Justice-sector registers also cover roles such as court interpreters, experts and licensed mediators. Craft activity, called занаетчиска дејност, may require registration in the Занаетчиски регистар and a Занаетчиска дозвола; suitable vocational education or training is required for some crafts, while official exemptions apply to others. Foreign secondary and higher qualifications are generally submitted for recognition through MoES e-services. Recognition for a regulated profession is handled by the competent sector body or chamber under the Law on Recognition of Professional Qualifications. A foreign practitioner must also meet foreign-worker and residence requirements where those rules apply. Employment conditions vary by occupation and sector. A role may involve office work, field work, shifts, customer contact, care work, manual tasks, production or hazardous conditions. The Labour Relations Law, the Occupational Safety and Health Law and labour-inspection rules support lawful contracts, remuneration, rest and leave, non-discrimination and safe workplaces. Workers must follow their role, safety rules, professional ethics, confidentiality duties and licence limits. Employers must assess risks and provide suitable safety measures, training and personal protective equipment where relevant. Career development commonly moves from experience to greater responsibility, specialisation or supervision. Regulated careers may add specialisation, subspecialisation, continuing professional development and licence renewal. There is no single national career ladder, fee schedule or timetable for every profession. Programme duration, tuition, enrolment, examination, translation, registry and chamber fees depend on the selected pathway, while admission calls, provider rules and sector-specific renewal deadlines determine timing. The 2021 Census recorded 608,520 active people by occupation. The largest recorded groups were professionals with 133,037 people, technicians and associate professionals with 98,485, service and sales workers with 91,633, elementary occupations with 84,966, and craft and related trades with 74,194. Technical and industrial work, construction, transport and logistics, IT and electrical work, health, hospitality, textiles, agriculture and forestry, crafts, and public or legal regulated roles are practical areas in which entry conditions and professional duties differ substantially.
