The Ministry of Higher Education, Labour and Skills Development works with the Maldives Qualifications Authority (MQA), the Maldives National Skills Development Authority (MNSDA), Maldives Polytechnic, the National Careers Service and other providers. MQA accredits programmes that follow the Maldives National Qualifications Framework (MNQF), which has levels 1 to 10. Certificate I normally requires at least 10 credits, Certificate II 30 credits, Certificate III 40 credits and Certificate IV 120 credits, including at least 90 credits at level 4 or above. A Diploma normally requires at least 120 credits. Recognition of prior learning or credit transfer can provide advanced standing, but the available framework allows no more than 75% through prior learning. MNSDA regulates skills development and vocational education through National Competency Standards, provider and programme registration, National Certificates and trade testing. Trade testing can assess demonstrated competence even when the applicant did not attend a course. Institution Based Training and Employer Based Training are used in areas such as tourism, construction, information and communications technology, transport, fisheries and agriculture, social services and maritime work. Registered providers can include Maldives Polytechnic, Maldives Institute of Technology, Villa College, The Maldives National University and the Maritime Training Institute; the register can change. Maldives Polytechnic offers practical Certificate I to III programmes at MNQF levels 1 to 3 that commonly last one to six months, Advanced Certificates at level 4 that commonly last 12 to 18 months, and Diplomas at level 5 that commonly last 12 to 24 months. Its fields include automotive, marine, electrical work, information and communications technology, construction, hospitality, small business, renewable energy and crafts. The Maldives National University offers professional, refresher and short courses in full-time, part-time, evening and blended formats. Examples include a one-semester Certificate 3 in Tour Guiding at MNQF level 3, with an indicative local tuition fee of MVR 8,700, and a two-semester Advanced Certificate in Counselling at MNQF level 4, with an indicative fee of MVR 16,800. Entry rules, fees, intakes and minimum class sizes can change; some certificate and diploma courses require a minimum of 10 learners, while degree courses may require 15. The National Apprenticeship Program combines on-the-job learning with industry supervision and can lead to a National Certificate. A placement commonly lasts about six to twelve months and may include an incentive of at least MVR 3,000 per month. The stated access conditions include Maldivian citizenship, age 18 or above and basic education or Grade 7. Availability depends on the intake and sector, and no current opening should be assumed without checking. Civil Service Training Institute programmes serve civil servants, ministries, departments and local councils through job- or cadre-based training, customised courses and self-learning; public access is not established and employer nomination may apply. Workplace learning, employer training and self-directed study also support upskilling, but they do not automatically produce a nationally recognised qualification. MQA accreditation, MNSDA registration, a National Certificate and a higher-education award are different forms of recognition. Check the Qualifications Register of Maldives for the institution, campus, awarding body, qualification, MNQF level, credits, duration, delivery mode and accreditation status or expiry before paying. Check the MNSDA register for skills providers and programmes. Atoll access may be available through Maldives National University campuses, Maldives Polytechnic, registered Institution Based Training providers or apprenticeship pathways, but national availability cannot be assumed. Course fees, dates, openings and financial support vary by provider and funding call. Ministry resources include scholarships, loans and skills policies, but no general nationwide fee waiver for short training is established.
Upskilling in Maldives
Upskilling in the Maldives is available through formal courses, workplace training and self-directed learning rather than one unified national system. Technical and vocational education and training (TVET), short courses, employer-based training and skills testing can update or deepen job-related abilities. The suitable pathway depends on the provider, qualification level, entry requirements, location, cost and recognition of the result.
