Elections in Mauritius

Mauritius is a representative democracy with regular elections. Citizens elect members of the National Assembly, and the balance of support in that Assembly determines who can form and lead the government. For general elections, Mauritius is divided into constituencies. Voters choose individual candidates, and the candidates with the strongest results in each constituency win the ordinary constituency seats under a system commonly described as First Past the Post. Most constituencies elect more than one member, so a voter may select several candidates on the same ballot. Voters may support candidates from one party, combine candidates from different parties, or choose independent candidates, provided they follow the ballot instructions. Mauritius also uses the Best Loser System for a small number of additional National Assembly seats. This constitutional mechanism considers election results and community representation, and it is intended to reduce serious underrepresentation without changing the constituency winners. Political parties often compete through alliances and present groups of candidates. A voter chooses candidates directly, however, rather than casting only one vote for a party list. The Electoral Commissioner organizes the practical administration of elections. The Electoral Supervisory Commission oversees the conduct of the process, while the Electoral Boundaries Commission deals with constituency boundaries within the constitutional framework. A typical election process includes voter registration, nomination of candidates, campaigning, polling, secure counting, declaration of results, and possible legal challenges. Ballot secrecy protects each voter’s personal choice. Mauritius also holds local elections, and Rodrigues elects its Regional Assembly through its own arrangements. These elections concern different institutions, so their ballots, constituencies, and methods should not be assumed to be identical to a National Assembly election.
