Upskilling in Moldova

Moldova regulates adult learning nationally through the Ministry of Education and Research (MEC), while the provider market includes public and private schools, colleges, universities, accredited training providers and enterprises. Formal learning follows a structured curriculum in an authorized or accredited institution. Non-formal learning is planned but does not follow an explicitly defined curriculum, while informal learning develops through work, family or leisure and normally has no certificate unless the acquired skills are validated separately. The main pathways differ in their purpose. Perfecționare deepens or updates skills in an existing occupation. Specializare adds narrower competences. Recalificare leads toward a related new qualification. A partial qualification or microqualification covers part of a qualification and can be combined with other units, but it does not by itself automatically prove eligibility for employment or further study. Programs may be full-time, reduced-time or distance-based, and access normally depends on the program's admission conditions and prior learning. Equal access and non-discrimination apply, and providers should adapt educational or technical arrangements for special educational needs. Entry requirements depend on the level in the National Qualifications Framework, known locally as CNC. CNC levels 1 and 2 generally accept a gymnasium certificate or, for applicants aged at least 16 without nine completed grades, the conditions provided for that level. CNC level 3 uses a qualification certificate, levels 4 and 5 generally use a professional-study diploma, level 6 uses a bachelor's degree, and level 7 partial qualifications are based on a bachelor's degree. Program length ranges from 90 to 3,600 academic hours depending on level and pathway. One credit equals 30 academic hours. Contact and practical learning can be arranged in ratios from 1:1 to 1:3, and work placements may take place in Moldova or abroad. Typical duration ranges show the difference between pathways. At CNC levels 1 and 2, programs generally cover 90 to 900 hours or 3 to 30 credits. At level 3, upskilling covers 90 to 900 hours, requalification 300 to 900 hours and a microqualification 150 to 900 hours. At levels 4 and 5, upskilling and specialization cover 150 to 900 hours, requalification 900 to 1,800 hours and microqualification 150 to 1,800 hours. At level 6, upskilling and specialization cover 150 to 900 hours, requalification 1,800 to 3,600 hours and microqualification 150 to 1,800 hours. At level 7, a microqualification covers 150 to 1,800 hours. Formal vocational programs generally use the occupations in CORM 006-2021 and the national qualification nomenclatures. The National Agency for Quality Assurance in Education and Research (ANACEC), or an eligible agency registered with EQAR, can carry out external evaluation. The MEC decides on provisional authorization or accreditation on the basis of the evaluation. A provisionally authorized program can proceed to accreditation after its first cohort, and reaccreditation normally takes place at least every five years. A final theory and practical examination is held before a three-member commission that includes internal and external or employer representation. Successful participants receive verifiable paper or electronic study documents. Depending on the level and pathway, these may be a CNC 1-2 competence certificate, a microcertificate, an upskilling certificate for CNC 3-6, a specialization certificate for CNC 4-6 or a requalification certificate for CNC 3-6. A participation certificate from non-formal learning does not automatically equal an occupational qualification. Informal and non-formal skills can instead be assessed through validation of non-formal and informal learning (VNFIL) at an authorized validation centre. Moldova's framework includes the rules in MEC Order 885/2022 and the guidance issued under Order 1096/2020. Centres operate in places including Chișinău, Bălți and Cahul, and ANOFM publishes the available 2026 validation-centre and occupation lists. Validation is available only for an occupation and qualification level offered by the relevant system; it does not create a blanket equivalence to a diploma. A provider should be a legal entity with education activity in its statute, paid taxes and contributions, qualified contracted staff and a program that follows the applicable methodology. Formal providers notify the MEC before beginning activity and submit semiannual reports. The participant contract should state the fee, duration, assessment, rights and duties. The MEC adult-provider database lists general adult-education programs and provisionally authorized or accredited adult vocational programs, while the ministry also publishes authorization, accreditation and non-authorization orders. A 2026 MEC note identified 66 education and continuing-vocational-training providers using the BNS 2025 basis; provider totals can differ because sources count different categories. Funding may come from the state budget, the learner or a legal person, an employer, a professional association, a patronate, sponsorship, donations, external projects or local public administration funds. Moldova has no universal entitlement to free upskilling, so the actual fee, schedule and payment conditions must be checked with the provider and in the contract. Special schemes can change access. For example, an MEC-funded teacher requalification program in 2024 covered 60 credits and approximately 1,200 participants. ANOFM vouchers are available to registered unemployed people who lack a profession or whose profession is not locally demanded; participants can choose an independent provider from the published offer. In 2025, the voucher scheme listed 12 providers and 37 courses, issued 949 vouchers, validated 704, enrolled 697 people, recorded 561 completions and reported 279 employed participants. The 2026 provider and course lists determine the current offer. Employers are a major source of continuing learning. According to BNS data for 2024, among units with at least 10 employees, 42.2% offered continuing vocational training. Participation reached 21.6%, the average duration was 45 hours per participant and the average employer cost was 1,968.1 MDL per employee. Availability, language, schedule, fees and occupational choices vary by region, institution and provider, so a national average does not predict the conditions of a particular course.
