Professions in Moldova

In Moldovan usage, ocupație means an income-generating activity, profesie means knowledge acquired through study or practice for occupational work, funcție means a role in an organisational hierarchy, meserie means a trade or occupation, and calificare means a validated learning outcome. These terms overlap in everyday speech but can have different consequences in official documents and professional access procedures. CORM groups occupations into 10 major groups: armed forces; legislators, executive officials, public administration and managers; specialists; technicians and associate specialists; clerical and administrative workers; services and commerce; agriculture, forestry, aquaculture and fishing; skilled trades and artisanal work; machine and plant operators and assemblers; and elementary occupations. The classification follows ISCO-08 and ESCO principles and uses six-digit codes. Employers and institutions use the relevant code whenever an official document requests an occupation. Group descriptions indicate typical tasks, responsibilities, knowledge and skills. Occupation standards add roles, competences, work conditions, risks and future occupational prospects. Formal learning includes primary, gymnasium and lyceum education, professional-technical secondary education, postsecondary and postsecondary nontertiary education, and higher-education cycles I to III. The National Qualifications Framework was approved by Government Decision HG 330/2023, while the National Qualifications Register is governed by HG 1199/2018. Study and specialty nomenclatures are set through HG 425/2015 and HG 853/2015. CORM classification does not automatically grant professional authorization. The employer, profession-specific law or competent authority may require a particular diploma, examination, supervised practice period, registration, license or authorization. Entry requirements vary by occupational group. Elementary occupations often rely on practical ability and may not require a specific qualification. Services and commerce commonly use qualification courses after lyceum or general-secondary education. Machine operators and skilled trades usually combine practical experience with professional-technical secondary education or a qualification course. Specialists generally need higher education. Teachers and early-childhood educators in CORM group 234 may also enter through professional-technical postsecondary or postsecondary nontertiary education, depending on the position. Researchers, consultants and experts in listed CORM roles may need a master’s degree or doctorate. The general mapping links ISCO level 4 with CNCRM levels 6 to 8, level 3 with levels 5 to 6, level 2 with levels 3 to 4, and level 1 with levels 1 to 2, but this mapping does not replace profession-specific assessment or authorization. The Ministry of Education and Research, or MEC, operates the national system for validating non-formal and informal learning. A person can have prior knowledge and skills identified, documented, assessed and certified through an approved validation centre. Centres cover areas such as art, commerce, construction, food and services, transport, energy and electronics, and agriculture. A certificate of professional competences at CNC levels 3 to 5 confirms the assessed learning, but it does not automatically provide access to every regulated profession. The National Employment Agency, ANOFM, and its territorial offices, STOFM, provide career guidance, labour intermediation and professional training. Their services are open to jobseekers; career guidance also serves students, people with disabilities and other jobseekers. Training vouchers generally cover courses for eligible registered unemployed people who have no occupation or whose occupation is not demanded locally. During a course, the monthly non-taxable bursary is 35% of the previous year’s average monthly wage. A workplace training arrangement can combine theory from a provider with practice at an employer, and the employer subsidy is 30% of the previous year’s average monthly wage. Provider availability, occupation and region affect access and duration; 2026 listings commonly show courses lasting about two to six months. These services do not guarantee placement or automatic career progression. Working conditions depend on the occupation, contract, sector and workplace. Normal working time may not exceed 40 hours per week. Reduced working time can apply because of age, health, harmful conditions or another legal rule, while part-time work follows agreement between the parties. Shifts and night work may be specific to the occupation. Under Law 186/2008 on safety and health at work, the employer assesses risks, provides instruction and safe equipment, supplies personal protective equipment where required, consults workers and prepares first-aid, fire and evacuation measures. Workers must follow safety instructions, use equipment and protective equipment correctly, report hazards and cooperate with safety measures. The Inspectorate of State Labour, ISM, carries out state control. An employer cannot admit a worker without the professional and safety preparation required for the work. Regulated professions impose additional conditions such as integrity requirements, confidentiality, admission examinations, licensing, registration, continuing education and disciplinary rules. The competent authority depends on the profession. The Ministry of Justice maintains frameworks and registries for avocați, notaries, bailiffs, authorised administrators, mediators, judicial experts, interpreters and translators, and registrars. Its listed service tariff includes 450 MDL for certain license, authorization and attestation items. An avocat must request a license within 30 days after admission and register an organisational form within 60 days after receiving the license. For qualifications obtained abroad, MEC can issue a recognition or equivalence certificate after checking authenticity, programme type and content, credits and comparison with the national system. A foreign diploma does not by itself grant the right to practise a regulated profession. The law on recognition of professional qualifications adopted by Parliament on 25 August 2026 covers EU, EEA and Swiss qualifications and provides conditional treatment for qualifications from third countries. MEC acts as national coordinator and assistance centre, while the competent authority verifies the professional title and training. An adaptation period or aptitude test may apply. The framework names automatic recognition for physicians, general nurses, dentists, veterinarians, midwives, pharmacists and architects, but implementation details depend on promulgation and implementing acts. Digital filing is available through the Single Electronic Window where the procedure provides for it. Career development commonly moves from entry work to supervised or practical experience, skills certification, specialization or upskilling, and then to a higher qualification, regulated examination, senior specialist role or management function. Lateral movement into a related CORM occupation is possible when the person’s competences are recognised and the receiving occupation allows access. Moldova has no single national career ladder for every profession; employer criteria, sector rules and professional-body requirements determine progression. Tuition and certification prices are not uniform nationally. Training may be covered through ANOFM support, while validation, provider courses, recognition procedures and professional licenses have costs and timing set by the relevant centre or authority.
