Formal shopping uses an identifiable seller who provides a fiscal receipt or invoice and, where applicable, a warranty certificate. Social-media sales without fiscal proof can make it difficult to prove payment, ownership or a defect. In cities, supermarkets, retail chains and specialty shops usually offer broader assortments and more payment options. In rural areas, village shops, markets, direct-producer sales and self-provision are more common, while delivery and card acceptance depend on the locality. The National Bureau of Statistics reported average consumer expenditure of 4,995.5 MDL per person per month in 2025. Food and non-alcoholic beverages accounted for 41.0%, clothing and footwear for 6.9%, household equipment and maintenance for 5.9%, and information and communication for 4.2%. Urban expenditure averaged 6,328.2 MDL, about 2,500.5 MDL more than rural expenditure and around 1.7 times as much. The figures exclude the left-bank Dniester area and Bender, and the 2025 methodology changed, so strict comparisons with earlier years are unsuitable. Food labels must provide the product name, ingredients and allergens, net quantity, durability or use-by date, storage and use instructions, the responsible company, origin and nutrition information. The information must be available in Romanian; other languages may appear but cannot replace Romanian. From 10 August 2026, relevant unpackaged or packed-at-sale products and certain retail categories also require origin information on the price indicator. Compare the shelf price with the label and receipt, check packaging and dates, and verify traceability when buying at a market or directly from a producer. ANSA handles food safety, labels and origin questions under Law 279/2017. For conforming non-food goods, the usual exchange period is 14 calendar days when the item is unused, saleable and supported by proof of purchase. This pathway does not provide a universal open-ended return right. Cosmetics, perfume, personal-hygiene goods, jewellery, household appliances, mobile phones and similar goods are generally excluded from exchange or return under the applicable list. Clothing labels should show fibre composition, care information and animal-origin non-textile parts; underwear, bed linen and hosiery are among common exclusions. Seasonal warranty periods for clothing begin on 1 October for winter goods and 1 April for summer goods. A defective product follows a different process. Durable non-food goods generally have a two-year legal conformity period, while non-durable goods generally have 30 days. The consumer should notify the seller within two months after discovering the defect. A defect discovered within one year is generally presumed to have existed when the product was delivered. Repair or replacement, including transport, diagnostics and parts, should be free and normally completed within 14 calendar days unless the consumer agrees to an extension. A price reduction or refund can become available when repair or replacement is unavailable, late, repeatedly unsuccessful or unsuitable for a serious defect. Second-hand goods do not carry a mandatory replacement right. For large goods weighing more than 10 kg, or with height plus circumference above 200 cm, the seller or producer has a transport obligation within the relevant locality when the statutory claim applies. For a household electrical product under repair, a similar temporary product may be due within three days in the applicable circumstances. Online shopping requires checking the seller's identity and authorization, product description, total price, delivery and extra charges, warranty, instructions, return terms and contact details. A displayed price cannot be changed after the order. Distance contracts generally allow withdrawal within 14 calendar days, subject to legal exceptions. An e-commerce business must establish a place for exchanging goods in the locality it has notified and publish its address, telephone number and email address. Inspect parcels at delivery, record damage or missing items, and retain the order, messages, payment confirmation and delivery evidence. Cash on delivery, called plata ramburs, can reduce prepayment risk, while unknown sellers without fiscal documents present a higher enforcement risk, especially on non-EU platforms. Payments may use cash, card or POS, online card payment, bank transfer, cash on delivery or MIA Plăți Instant. MIA can send money through a phone number, QR code, payment link or request inside a financial-app flow. Transfers up to 10,000 MDL per month have no fee, while a fee above that threshold may reach 5 MDL per transaction. Check the amount, currency and seller before confirming, save the receipt or notification, and never disclose a PIN, CVC2 or CVV, online-banking password or SMS/OTP code. The payment channel does not replace the seller's duties concerning defective or misdescribed goods. For a complaint, contact the seller first and submit the receipt, invoice, warranty certificate or another proof of purchase while stating the requested remedy. If the seller refuses or fails to respond, request the refusal in writing and contact ISSPNPC under Ministerul Dezvoltării Economice și Digitalizării, use the consumer module of e-Democrație, or bring a court claim. A complaint should include identity and address, the authority, subject and reasons, and a signature. ISSPNPC lists the contact number 022-515-151, the email secretariat@isspnpc.gov.md and its office at Vasile Alecsandri 78 in Chișinău. Sustainable shopping includes separate collection of paper, glass, metal and plastic and responsible handling of electrical and electronic equipment, batteries, tyres, used oils and vehicles. Extended producer responsibility requires producers, importers and distance sellers of covered products to support take-back or collection; electrical and electronic equipment can be returned at a distribution collection point. The Ministry of Environment deposit system is still being implemented for refundable plastic, glass and metal beverage packaging, with a government target for a functional system in 2027. As of 10 September 2026, no universal live deposit network should be assumed. Textile extended producer responsibility remains at the project and consultation stage.
Shopping in Moldova
Shopping in Moldova takes place through supermarkets, specialty shops, markets, pharmacies, local stores and online sellers. Prices, product availability, delivery and accepted payments vary by locality, with rural areas relying more on village shops, markets and direct-producer sales. A receipt or invoice, a warranty certificate and clear seller details provide the strongest basis for returns, complaints and product repairs.
