Surroundings in Moldova

The quality of everyday surroundings in Moldova includes the services and conditions experienced around homes, workplaces and public places. At local level, the primărie is the municipal, town or village administration, while the consiliu local is the local council. They organize or oversee local services such as water supply, sewerage, waste collection, street cleaning, lighting, winter maintenance and public spaces. Local notices may use terms such as gospodărie comunală for communal services, serviciu public de salubrizare for public sanitation and waste services, apă și sanitație for water and sanitation, and spații verzi for green spaces. Responsibilities are distributed among several institutions. Ministerul Mediului sets environmental policy. Agenția de Mediu assesses and monitors environmental conditions, while the Inspectoratul pentru Protecția Mediului, or IPM, carries out environmental control and enforcement. The national water authority «Apele Moldovei» deals with water resources, water bodies and flood risk. The National Agency for Public Health, or ANSP, covers drinking-water health and other public-health aspects. Local providers and primării handle household water supply and wastewater services where these systems exist. Water access is established as a national service objective but remains uneven in practice. The Nistru (Dniestr) and Prut are central water systems. Around two thirds of households have a water connection and around one third have sewerage access. The National Development Programme for 2026–2030 aims for at least 95% access to safe water sources and at least 65% access to sewerage networks, with estimated costs of about 598 million lei. A household’s connection, tariff, water quality, provider and completion time depend on the municipality, infrastructure and service arrangement. Air quality monitoring is being expanded, with national planning for 12 automatic reference stations by 2030. Local pollution can come from traffic, household heating with solid fuels, industry and dust. The available data and warnings depend on the location and the monitoring service. Noise complaints do not follow one clearly unified national everyday procedure; the source determines whether the primărie, Poliția, IPM or ANSP is the relevant contact. Traffic-related noise also connects to the separate transport subject. Waste collection is an established public function, but implementation differs between municipalities. A primărie or consiliu local may organize the service directly, use a public or private provider through delegation, or participate in a regional waste-management system such as an RMD. Local tariffs or fees apply, and users generally need to pay and present waste according to the local rules. Illegal dumping, incomplete collection and limited recycling remain practical surroundings problems, while separate collection is expanding. Public green spaces are generally managed locally. Access is usually public, but maintenance, protection, tree work and other interventions depend on local authorities and the applicable permissions. Agenția de Mediu handles relevant approvals and IPM can control compliance. Surroundings-related safety also covers floods, drought, heat, heavy rain, infrastructure failures, winter events and contamination. Poliția handles public order, the Inspectoratul General pentru Situații de Urgență, or IGSU, handles fire and disaster response, and 112 provides the emergency number. Participation is available through national and local channels but does not have the same accessibility everywhere. The particip.gov.md platform supports national public participation, while primării, consilii locale and central institutions may hold online or in-person consultations. Projects with social, economic or environmental effects require public consultation under Law No. 239/2018. The consultation notice sets the applicable deadline; there is no universal response period for every case. Petitions and complaints should go to the institution responsible for the specific service or risk. Moldova’s surroundings are changing through the Environmental Strategy 2024–2030, the climate adaptation programme to 2030, the waste programme for 2023–2027 and the water and sanitation programme for 2026–2030. Local-government reform, voluntary mergers of primării and regionalization of communal services can change who provides a service. The status of a particular investment must therefore be checked for the relevant municipality and project. There are no uniform national tariffs or deadlines for all surroundings services; local fees, provider contracts, connection conditions and public notices determine the concrete position.
