Living together in Monaco

Monaco had about 38,367 residents at the end of 2023 and 141 nationalities. French is the official language, while public communication often needs to account for a multilingual population. The Constitution grants foreigners public and private rights unless a rule formally reserves them to Monégasque nationals. Freedom of association, petitions and peaceful assembly apply within the relevant legal rules; outdoor assemblies are subject to police regulations. The Mairie is Monaco's municipal administration. The Conseil Communal is the elected municipal council, with 15 members serving four-year terms. Monégasque nationals generally acquire municipal voting rights at 18 and eligibility at 21. Residents without Monégasque nationality do not have municipal voting rights, but they can attend public sessions, contact the Mairie, join associations and submit petitions. There is no centrally documented general public service for private neighbourhood mediation in Monaco. A practical path is to clarify the issue directly, contact the relevant administrative or thematic service, involve the Mairie or Police Municipale for public-order problems, and contact the Direction de l'Environnement for environmental or noise matters. A suspected offence may require a judicial or criminal path. Administrative, public-service or discrimination disputes can lead to the Haut Commissariat after prior contact with the responsible service. Fixed deadlines and standard fees for private neighbourhood mediation have not been established in the available information. Digital coexistence includes data protection, online safety and prevention of cyber-harassment. Loi 1.565/2024 and Ordonnance Souveraine 11.327/2025 provide rights including information, access, rectification, erasure, restriction, objection, portability and human intervention for relevant automated decisions.
