Monaco has no identified stand-alone unemployment allowance. Ordonnance-loi n°300/1940 was abolished by Loi n°1.502/2020. The main protection for eligible private-sector work connected with Monaco is the French Assurance chômage system. ARE is its unemployment benefit, paid by France Travail. The CCSS collects Monaco unemployment-insurance contributions for Unédic, the French unemployment-insurance body, under the arrangement in place since 2011. A Monaco resident who loses a private-sector job in Monaco generally contacts the Service de l'Emploi, registers on the France Travail list through the local process and receives local follow-up. A person living in France normally uses France Travail in France. No direct local process has been evidenced for a person living in Italy or another country, so that situation requires a case-specific check. France Travail online registration is not available for Monaco residents through the ordinary French process. ARE generally requires registration within 12 months after the employment contract ends, at least 130 days or 910 hours of work during the relevant 24- or 36-month period depending on age, an involuntary job loss or a recognized legitimate departure, active and continuing job search, fitness for work and an age below the statutory retirement threshold. The amount, starting date and duration follow French rules. The reduced five-month seasonal-work rule does not apply to Monaco. Economic dismissal can open access to ARE, but the French Contrat de sécurisation professionnelle (CSP) is not available in Monaco. A self-employed person ending activity in Monaco cannot claim the French Allocation des travailleurs indépendants (ATI); ARCE may nevertheless be possible for a Monaco business creation or restart when the Minister of State authorizes it and the other conditions are met. Recipients must complete monthly actualisation between the 28th and the 15th of the following month, follow the actions in the PPAE, attend appointments, provide evidence of active search and report changes. Refusing two reasonable suitable offers can lead to sanctions. Breaches may cause suspension, removal from the register or loss of benefits. When ARE is unavailable, Monaco state assistance can provide a limited alternative. Aide pour l'accès à l'emploi is available once to a person aged at least 16 who is Monegasque or has lived continuously in Monaco for at least 10 years and is actively seeking a first job. Aide pour l'accompagnement au retour à l'emploi supports a person who is temporarily and involuntarily unemployed, meets the same nationality or residence condition, is registered with the Service de l'Emploi, is actively seeking work and has at least 120 days of work in the previous 24 months, or 800 hours for home or intermittent workers. It lasts one year and is reviewed after six months, subject to means testing. From 1 June 2026, the access-to-employment aid is €953.42 per month. The return-to-employment aid is €1,334.33 per month plus €250 for each dependent child. Household resource ceilings are €1,641.57 for one person, €2,954.17 for a two-person household and €656.49 for each additional dependent. These aids exclude people aged 65 or over, people entitled to retirement, people with total incapacity and people in full-time work. Three missed appointments, three refusals of suitable jobs or three refusals of training can end the support. Changes must be reported within 30 days. Residence also affects protection after an indemnified activity. A person with Monaco residence and indemnified Monaco activity can receive family benefits through the CSM from social funds; each indemnified day counts as six hours of salaried activity. Health coverage follows the habitual residence: France residents use CPAM, while other affiliations depend on the applicable health-insurance system. Re-entry into work is also shaped by Monaco employment rules. Under Law no. 629, an employer declares a vacancy and the Service de l'Emploi can present a candidate within four clear days. Hiring priority generally follows this order: Monégasques, specified family links with Monaco, Monaco residents and then residents of neighbouring communes who previously worked in Monaco, subject to qualification. A foreign worker needs a work permit. After redundancy or a reduction dismissal, a six-month priority for re-employment may apply. A rupture conventionnelle has allowed possible ARE access since 12 March 2026 when the other conditions are fulfilled. IMSEE cannot calculate a conventional unemployment rate for Monaco in the usual way. The active population is approximately twice the resident population, and the private workforce is predominantly nonresident. Work location and residence therefore explain more than a local percentage alone; no local unemployment level should be inferred from an unavailable rate. From 1 January 2026, unemployment-insurance contributions are 4% for the employer and 2.4% for the employee, or 6.4% in total, subject to a ceiling of €16,020 per month or €192,240 per year.
