Costs in Mongolia

The National Statistics Office (NSO) measures household income, expenditure and consumer prices through surveys and its 1212 data tables. In Q1 2025, average household expenditure was approximately MNT 2.9 million per month, including about MNT 2.7 million in monetary expenditure. Food accounted for about 19.6%, or MNT 526,100, while non-food goods and services accounted for about 67.5%, or MNT 1.8 million; other expenditure made up about 11%. Average household income was about MNT 2.8176 million per month. These are national averages, not a reliable single budget for every household. Median tables and breakdowns by urban or rural location, region and income quintile give a more useful comparison. The Mongolian tögrög, written MNT, is the currency used for local prices. The NSO publishes monthly consumer price data nationally and for the capital and aimags across 14 groups, including food, housing and utilities, transport, health, communication, recreation and education. Consumer price inflation shows how prices change; it does not tell a household how much it needs each month. In May 2025, year-on-year price increases included 21.5% for housing, water, electricity and fuels, 18.2% for education, 5.6% for food and 4.5% for transport. A current estimate should use the latest 1212 prices and local provider quotations. Housing costs vary especially widely. Formal apartment rental and ownership markets are concentrated in Ulaanbaatar. In February 2025, the NSO recorded median ownership prices of about MNT 4.0 million per square metre for older apartments and MNT 3.8 million for newer apartments in Ulaanbaatar; the corresponding averages were about MNT 4.498 million and MNT 4.395 million. An ownership price is not a monthly rent benchmark. Official national rent data was not located, so rent estimates should use current district-level offers and the contract terms. Deposits, advance rent, agent fees and utility arrangements depend on the agreement. In ger districts, households may face costs for a plot or self-built dwelling, water delivery, sewage or septic arrangements, insulation, fuel and heating equipment. Rural aimag and soum markets generally offer less housing supply, and cash, in-kind or self-provided housing can be relevant. Electricity and heating depend on connection status and season. The Energy Regulatory Commission (ERC) regulates electricity and heat. Household electricity tariffs are MNT 175 per kWh for the first 150 kWh per month, MNT 256 for 150 to 300 kWh and MNT 285 above 300 kWh. Average use has been cited at about 220 kWh per month, with a typical bill of about MNT 52,107 after the tariff reform. A ger-district night or off-peak heating discount remains available, and the vulnerable-household tariff remains unchanged. Central heating tariffs apply only where a household is connected. In the listed connected cities, a heat-tariff increase planned for 2026 was postponed to 1 January 2027. Households outside central systems may instead pay for coal or electric heating, hauled water, fuel, insulation and septic services. Food budgets depend on household size, diet, season and location. Supermarkets and markets sell both domestic and imported products. NSO tables provide monthly prices for staples such as rice, flour, meat and milk by the capital and aimag. Rural households may reduce cash food purchases through livestock or farm production and may receive food as gifts, but winter fodder, transport, storage and livestock risks can increase other costs. Imported goods and remote delivery can also make the same item more expensive outside major centres. Mobility is a major participation cost when home, work, school or services are far apart. Ulaanbaatar public transport is a formal city service. From 1 February 2025, a dedicated card costs MNT 1,000 per ride, allows up to four rides per day and can be used across the service network, except on airport, Baganuur and Bagakhangai services. Outside Ulaanbaatar there is no single national fare. Intercity buses, trains, flights, taxis, private vehicles, fuel and maintenance vary by distance, service and market conditions. In remote soums, the cost and time of reaching health, education or administrative services can outweigh the ticket price. Healthcare costs include insurance payments, covered-service copayments, medicines, diagnostics, private treatment and travel. Mongolia's health insurance system, ЭМД, is administered by the Health Insurance General Authority, ЭМДЕГ, through contracted public and private providers. Under the 2026 official schedule, employee contributions equal 4% of the wage-equivalent base, split into 2% for the employer and 2% for the employee. State-covered groups are calculated against a minimum-wage base, and current official material cites 3% for listed groups. Self-employed people, herders, students, children, foreign nationals and other categories have separate statutory bases, so the annual schedule and payment record need checking. Insurance can reduce the cost of covered services, but it does not remove all out-of-pocket spending. Rural distance and limited availability can add substantial travel costs. Public primary and secondary education is state-provided, but families may still pay for uniforms, transport, meals, devices, activities and supplies. A dated Ministry of Education benchmark placed the textbook-use fee for grades 6 to 12 at MNT 14,200 to MNT 18,600 per year, paid once; the current schedule should be verified. Preschool, locally called цэцэрлэг, has varying access and costs for meals and transport. Private schools, colleges and universities set their own charges. Institution and programme determine higher-education tuition. The Education Loan Fund, scholarships, grants and tuition-support programmes may reduce upfront costs, but eligibility and repayment conditions differ, and a loan is not a free benefit. Family-related costs include childcare, eldercare, disability support, extra lessons, food and transport. The Ministry of Family, Labour and Social Protection administers relevant support. 2026 budget planning referred to about 1,359,011 children and an annual child-money envelope of MNT 1,603.6 billion, implying roughly MNT 100,000 per child per month if the planned allocation and rules apply. A 2025 rule expanded eligibility to children of legally resident foreign or stateless persons covered by a treaty. Maternity allowance through E-Mongolia is MNT 40,000 per month from the fifth month of pregnancy until birth. Targeted food and nutrition support in 2025 was MNT 12,000 per child and MNT 20,000 per adult per month for households meeting a threshold score of 180. Benefits offset costs; they do not remove gross household expenses. Communication costs depend on the provider, tariff, coverage, data volume, device, installation and remote-area availability. The Communications Regulatory Commission (CRC) regulates the sector, while providers set mobile, data, fixed-broadband, television and postal prices. Prepaid and postpaid plans can differ substantially. There is no national consumer bundle, so a realistic estimate needs a current provider quotation for the household's address and intended use. Recreation costs range from free or subsidized parks, libraries and community or sports facilities to paid cinema, gym, club, tourism and other activities. Prices are city- and provider-specific, and travel distance can make rural participation more expensive. A workable Mongolian household budget separates fixed, variable, seasonal and one-off costs. Start with household size, ages, health and education needs, city, aimag or soum, housing and heating method, and daily travel. Add rent or housing payments, utilities, food, transport, health, education, communication, family care and leisure. Then include deposits, furniture, equipment, medical events, school expenses, winter fuel, vehicle repairs and travel to distant services. Record cash and non-cash resources separately. Taxes affect the difference between gross and net income, while banking concerns payment channels and debt concerns financing or arrears; neither replaces the household cost calculation. Recheck prices, tariffs, benefits and contract terms when the season, address, provider or household circumstances change.
