Shopping in Mozambique

Formal retail in Mozambique includes lojas, supermarkets, hypermarkets, pharmacies and specialized shops for electronics, appliances and other goods. Informal retail includes mercados, bancas, roadside sellers, vendedores ambulantes, dumba-ngues, tchunga-moyo and neighborhood sales points. Informal channels often improve access, especially where formal stores are distant, but receipts, warranties, product origin and seller traceability are less consistent. Rural distance, transport and local stock can affect both the range of goods and delivery time. Groceries are sold through supermarkets, lojas, cantinas, markets and smaller neighborhood sellers. SIMA monitors agricultural prices and availability at producer, wholesale and retail levels and publishes the weekly Quente-Quente bulletin. Its figures are reference signals rather than fixed national prices because season, transport costs, locality, supply and seller all affect the amount paid. Personal and household care products such as detergents, hygiene goods, cosmetics and household articles are available through formal and informal channels, with Portuguese product information and prices required where the applicable rules cover the product. Clothing is available from specialized shops, markets and informal sellers. When buying items such as vestuário, capulana, mechas or chinelos, check size, condition, origin and whether the seller can be identified later. Technology purchases require extra care with phones, accessories, computers, audiovisual equipment and appliances. A traceable seller, receipt, serial number and warranty information reduce the risk of counterfeit goods, hidden defects or difficult repairs, especially for imported or informal stock. Cash, bank cards and electronic payment services are used in Mozambique. m-Pesa, mKesh and e-Mola became interoperable through SIMOrede in 2022. METIX supports instant retail transfers at any time, including weekends and public holidays, with transfers normally completed within seconds. Provider tariffs, network availability, account access, phone access, merchant acceptance and cash liquidity still vary. Check the recipient number and amount before confirming a payment, keep the PIN secret and save the payment reference. The Consumer Protection Law, Lei 22/2009, applies to public and private suppliers that charge a price. It protects interests including quality, health and safety, information, economic interests, repair or other remedies and protection from misleading or abusive advertising. Decree 27/2016 addresses product labels, risk information and prices in the national currency. Depending on the case, a defect may justify repair, replacement, a proportional price reduction or a refund. Mozambique does not provide a blanket change-of-mind return right for every in-store purchase, so ask about the seller's policy before paying. Online shopping is covered by Lei 3/2017, while INTIC has a regulatory role for information and communication technologies and electronic commerce. An online seller should provide an identifiable name, physical address, website, email or telephone contact and registration or licence information where applicable. The offer should state the product or service, terms, costs and secure-payment information. Keep the order, messages, payment reference and delivery evidence. A consumer generally has seven days to cancel after receiving goods or concluding a service contract, with a refund due no later than 30 days after cancellation. Exceptions include financial services, services already started with consent, market-linked prices, customized goods, non-returnable goods and perishables. Delivery coverage and return procedures remain fragmented, especially for sales arranged through social media or messaging services. Start a complaint with the seller and preserve the receipt, order record, chat, payment reference and photographs. INAE receives electronic denúncias and operates provincial or city delegations for inspections, complaints, petitions and economic-activity compliance. A payment complaint should first go to the payment provider and then to Banco de Moçambique's consumer channels if unresolved. A telecom-related purchase or payment issue may also involve INCM. For sustainability, Decreto 16/2015 regulates the production, import, sale, use and management of plastic bags, including specified characteristics that are prohibited. Mozambique has no evidenced universal national retail take-back or deposit-refund system, so waste and collection arrangements depend on the municipality or service provider.
