Apprenticeship in Myanmar

Apprenticeship in Myanmar can be formal, non-formal or informal. Formal pathways include Government Technical High Schools, Government Technical Institutes and Government Technical Colleges under the Directorate of Technical and Vocational Education and Training (DTVET) of the Ministry of Science and Technology. Other options include Ministry of Labour skill-training schools, Industrial Training Centers (ITCs), programmes of the Ministry of Border Affairs, accredited private training centers and employer-based learning. The Ministry of Industry and MSME Development operates six ITCs, while the Ministry of Border Affairs provides technical schools for nationalities youth from border areas and vocational training schools of domestic science for women. Training fields include machinery fitting, machine tools, tools and die work, draughting, pattern making, automobile mechanics, electrical and electronics work, CAD/CAM, CNC, welding, foundry work and information technology. Other documented fields include construction, plumbing, furniture, hotel and gastronomy, garments, heavy machinery, agriculture, motorcycle repair and small-engine maintenance. Formal programmes usually combine theory with workshop or workplace practice. ITCs also offer mobile units and modular competency courses. The National Skills Standards Authority (NSSA) develops National Occupational Competency Standards (NOCS), accredits training and assessment centers and supports competency assessment. A national skills certificate can document occupational competence gained through training or work experience, including for local workers, migrant workers and returnees. It does not automatically provide a job or a general professional licence. DTVET diplomas and institution certificates depend on the programme and institution. Myanmar's Employment and Skill Development Law 29/2013 includes apprentices in the legal definition of worker. Employers may organise and are required to arrange skills training for workers in the circumstances set by the law, including on-the-job, systematic workplace, external and information-technology training. When a person aged 16 or older is engaged as an apprentice, the employer provides systematic job-related training according to the applicable rules. An employment agreement generally has to be made within 30 days, except for pre-training or probation arrangements. It should state the work, probation, wages, workplace, duration, working hours, rest and leave, overtime, food, accommodation and the parties' duties. The agreement and training conditions cannot reduce protections provided by applicable law. The Minimum Wage Law includes apprentices and trainees in its worker definition, but the concrete wage application depends on the person's status and applicable notifications. There is no single national admission rule. Requirements vary by provider and course. An official ITC service description from 2018 listed Myanmar citizenship, eligibility to sit the matriculation examination and an age range of 17 to 25, or 16 to 25 at ITC Sinde, together with full-time availability, health, documents, an interview and a basic test in industry, mathematics and English. These historical criteria do not replace the current course announcement. A documented Ministry of Border Affairs example used a 22-week course in construction, electronics, welding, mobile servicing or vehicle repair and required Myanmar citizenship, at least middle-school education or Myanmar and English literacy, an NRC and a household list. The stated example included a maximum age of 30 for men. Domestic science programmes for women have documented examples with an age range of 16 to 30, literacy requirements, local administrative selection and a medical check. Costs and duration differ substantially. The documented ITC description listed a historical dining fee of MMK 15,000 per month for regular and three-month short courses. Some Ministry of Border Affairs and domestic science examples were fee-free, while private providers set their own fees. A 22-week course is one documented example; a three-year TVET high-school duration appears in a system diagram and does not establish current admission or completion rules for every programme. Workplace learning may lead directly to employment, while formal certificates and NSSA assessment provide different forms of evidence. A person already working can therefore compare formal training, an accredited competency assessment and employer-based learning instead of assuming that every apprenticeship has the same status.
