Communication in Myanmar

Myanmar language is the dominant everyday language, while local dialects and ethnic languages remain relevant in many States, Regions and Townships. Government digital services are intended to use Myanmar and English, with further ethnic-language support where available. Census evidence found that the enumerator and respondent used the same language in 97% of cases, and Myanmar was used without interpretation in 86% of cases. Local assistance, interpreters and community contacts can still be necessary. Communication materials have been produced in 11 languages, and some census brochures in 17 languages. Pyidaungsu Unicode is the standard Myanmar writing system used by public authorities; translation between languages is not automatic. Mobile communication is the main everyday channel. MPT, ATOM and Mytel provide mobile services, although coverage and service quality differ by place and time. The Posts and Telecommunications Department, commonly called PTD, regulates the telecommunications sector. A SIM card must be registered under PTD rules. Registration uses a National Registration Card, or NRC, for Myanmar citizens and a passport for foreign nationals. Each identity may be limited to two SIM cards. Registration is free and may be available through a provider's app, website, shop or USSD service. MPT lists *601# and call centre 106; ATOM lists *979*3*3# and call centre 979. A newly purchased SIM card generally needs to be used at least once within 180 days. After an activated SIM reaches that point, a further top-up within 60 days may be required; otherwise outgoing calls and mobile data can be blocked while incoming calls or SMS may continue. Recycled numbers can create privacy and account-recovery risks. ATOM's cited basic rates are 40 kyats per minute for voice calls, 15 kyats per megabyte for data and 25 kyats per SMS, but prices, packages and coverage depend on the provider and location. Registration connects communications use with identity data, and PTD rules, lawful-interception powers and Telecommunications Law section 77 allow serious privacy and service-continuity concerns. Internet and telephone shutdowns, censorship, VPN disruption or controls have been documented. OCHA reported continuing limited telecommunications in hard-to-reach areas in 2026, and the earthquake of 28 March 2025 damaged more than 6,730 mobile stations. There is no reliable nationwide guarantee of uninterrupted service. Myanmar Post is the established postal service. It offers ordinary and registered domestic and international mail, domestic express services, parcels, value-related services, money orders, express money orders and some mobile-money, banking or electronic-post and cash-on-delivery services. An official overview lists 1,385 postal locations, including 1,010 postcode offices and 375 offices without postcode service. Address quality and postcode availability vary by place. Prices depend on weight, service and destination zone, while delivery times can change because of conflict, transport problems, electricity shortages and disasters. Postal communication is slower than mobile communication but can provide an offline fallback when digital channels fail. The Myanmar National Portal brings together government directories, online and offline services, forms and emergency contacts. Government communication may involve the responsible Ministry or Department together with a State, Region or Township office. The portal lists 192 for ambulance, 191 for fire and 199 for police; local direct numbers should also be saved because nationwide access and response cannot be assumed. A telecommunications complaint can be sent to PTD at complaint@ptd.gov.mm. Provider problems should first be documented and raised through the provider's official shop, USSD service or call centre. Consumer disputes about goods or services may also be sent to the Department of Consumer Affairs through its available online, postal or email channels. No single nationwide digital complaint process has been verified for every situation. The Rights of Persons with Disabilities Law 2015 and its 2017 by-laws provide a formal basis for accessible communication, sign language, Braille, support devices and interpreters. The Department of Social Welfare and United Nations materials refer to the Myanmar Standardized Sign Language Dictionary. A nationwide relay, TTY or captioning standard has not been verified. Practical alternatives include SMS or text, voice calls where suitable, a direct visit, an interpreter, an organization of persons with disabilities or a trusted community intermediary, together with accessible print, audio or image formats. Communication barriers become more serious during emergencies, when warnings, aid information and family tracing may depend on weak infrastructure. When a message is misunderstood, repeat the key point briefly, confirm it in writing and switch between Myanmar and English or use a local translator or accompanying person. Save names, dates, screenshots, messages, receipts and reference numbers offline. A provider dispute can proceed from the provider to PTD, while a consumer dispute may involve the Department of Consumer Affairs. A network or security shutdown is not automatically a private provider failure. If one channel fails, combine voice, SMS, post and personal contact, and share only the personal information needed for the purpose.
