Upskilling in Myanmar

Myanmar has no single nationwide system that covers all upskilling and continuing education. The Ministry of Education, the Department of Non-formal Education and Lifelong Education, the Department of Technical and Vocational Education and Training, the Ministry of Labour and Department of Labour, the National Skills Standards Authority, other ministries, employers, private providers, universities, NGOs, ethnic organisations, monastic institutions and community groups all provide or support different learning routes. The National Education Law recognises non-formal education as curriculum-based education outside formal schools and also provides for equivalent education programmes that can connect non-formal and formal qualifications. The responsible ministry or provider usually sets the curriculum, duration and certificate for a programme. Job Ready Skill training announced by the Ministry of Education is available for people with primary, middle-school or high-school education. Announced courses last three, six or nine months; completing a nine-month course can lead to a diploma and may allow continuation, but a particular intake or higher-education place is not guaranteed. The Department of Non-formal Education and Lifelong Education also runs second-chance learning. In the 2025–2026 school year, its non-formal middle-school programme covered 29 townships and 2,615 learners, with possible transitions to formal school or technical and vocational education and training. These programmes support a return to education and basic preparation rather than serving as a complete professional upskilling system. The Department of Labour publishes periodic or monthly openings at skills-training schools. Recent announcements have included electrical work, advanced solar installation, basic motor sewing, air-conditioning installation and repair, automotive repair, sewing and information technology. Employees may also find skills-upgrading or refresher training through an employer. Admission, prior education, age, residence, work experience, assessment, duration and course fees depend on the occupation and the specific announcement. There is no single nationwide course list or uniform application requirement. The National Skills Standards Authority, or NSSA, develops occupational standards and supports assessments through accredited assessment centres. Its four occupational skill levels range from semi-skilled to skilled, advanced skilled and supervisor. The National Certificate of Occupational Competency is an occupational certificate, not an academic diploma or degree. Recognition of prior learning, abbreviated RPL, assesses skills gained through work or other experience; Myanmar was still developing RPL assessments and certification in 2026, so the relevant occupation, assessment centre and certificate should be checked directly. The Myanmar National Qualifications Framework, or MNQF, describes eight levels and aims to improve transparency, recognise formal, non-formal and informal learning, support credit transfer and connect certificates or diplomas with further education. A short course does not automatically have MNQF equivalence or the same value as a diploma or degree. Community Learning Centres have historically supported literacy, post-literacy learning, community information, health and agriculture activities, capacity building and income-generating skills. Their management and access have not been consistent nationwide, so historical networks should not be treated as a current national service. Traditional apprenticeships, workplace learning, self-directed study and courses from NGOs, ethnic organisations and monastic or community providers remain functional alternatives. Digital and blended options also exist, including the Thabyay eLearning Programme, which uses mobile or tablet learning and community, public, private and ethnic partners. Some digital courses focus on English or examination preparation, and no state recognition under the MNQF is established for that programme. Actual access differs sharply by State, Region and Township because of infrastructure, conflict, disasters, transport, provider capacity and local labour demand. Rural, remote, ethnic and low-income communities may rely more heavily on non-formal, community, NGO, mobile or offline options. A 2025 International Labour Organization example from Southern Shan and Mandalay included women-focused sewing and textile training and basic computer literacy during earthquake recovery; it is a local example, not a national participation rate. No general Myanmar-wide rule establishes a training fee, subsidy, education leave, employer-funded course time, voucher or scholarship. A course announcement should be checked for tuition, materials, transport, accommodation, assessment and certificate charges. A provider completion certificate, a technical and vocational education and training certificate or diploma, a National Certificate of Occupational Competency and an MNQF-referenced qualification are different credentials. Before paying, check the provider, occupational standard, accreditation or assessment-centre status, examination method, certificate issuer, employer acceptance and any connection to further education or overseas recognition. Attendance, safety rules, practical assessments, documents and fees may create duties for participants. Advertising alone does not prove national recognition or labour-market value.
