Parents, relatives and neighbours provide most everyday care in Myanmar. Family-based care is generally preferred for children, while institutional care is used more selectively. Department of Social Welfare services and partner organisations may provide child-protection case management, legal aid, mental health and psychosocial support, family tracing and reunification, foster care, kinship care, child-friendly spaces and safe spaces for women and girls. Local NGOs, community groups, religious institutions and humanitarian organisations often fill gaps where public services are unavailable. Marriage, divorce, custody, adoption, succession and inheritance do not follow one uniform national family-law pathway. Depending on the circumstances, religious rules, Myanmar Customary Law, Dhammathat and enacted law may all be relevant. The Supreme Court has referred to Dhammathat in several family-law areas, but a specific case requires advice from a qualified local legal service because the applicable rules and access to courts can differ. Family support is targeted rather than universal. The Department of Social Welfare's Maternal and Child Cash Transfer supports eligible pregnant or lactating women and mothers or caregivers of children under two in covered programmes. Child Disability Benefit schemes may support children aged two to eighteen, depending on programme rules, while the Social Pension has historically supported people aged eighty-five and older. Humanitarian assistance may include cash, food, nutrition, health, protection, safe water and disability support, but coverage depends on the affected area, funding, partners and eligibility criteria. Care responsibilities often fall heavily on women and female-headed households. Children with disabilities may need screening, peer support, assistive technology and referrals. Older-person care remains fragmented and commonly depends on relatives, neighbours and occasional community or home-care services. The 2019 Inter-censal Survey recorded about 5.2 million older people, or 10.1% of the household population, and the 2014 Census found that roughly one quarter of older people had a disability. Conflict, displacement, floods, earthquakes, poverty and service breakdown can separate families and increase risks for children, women, older people and people with disabilities. Relevant responses include tracing and reunification, case management, psychosocial support, legal aid, cash assistance and referrals for health or protection. The 2026 humanitarian plan covers 227 of 330 townships and identifies 16.2 million people in need, including about 5 million children. UNICEF planning for 2026 refers to approximately 3.6 million internally displaced people, with children making up more than one third; these are humanitarian planning figures, not a complete nationwide family survey. National demographic baselines remain limited. The 2014 Census recorded an average household size of about 4.4 people. The 2015–16 Myanmar Demographic and Health Survey recorded a total fertility rate of 2.3 children per woman, with about 1.9 in urban areas and 2.4 in rural areas. The median age at first marriage was 22.1 years for women and 24.5 years for men, while Chin State recorded a substantially higher fertility rate of 4.6. These figures describe earlier periods and should not be treated as current measurements for every state or region. Family planning, antenatal care, postnatal care and emergency obstetric referrals are available through public, humanitarian and partner networks, but conflict and remote geography can make access unreliable.
