Labor market in Myanmar

Myanmar’s labor market includes agriculture, fishing, garment and other manufacturing, construction, mining, trade, transport and logistics, tourism, education, health, telecommunications and information technology. Garment production, construction and agrifood remain relevant sources of demand, although weak purchasing power, electricity and fuel shortages, high operating costs, conflict, export restrictions and sanctions affect hiring. Formal wage employment has declined while casual work and self-employment have grown. Some workers have moved from industry and services into agriculture, including people with higher education who cannot find stable work elsewhere. Yangon, Mandalay and Nay Pyi Taw are the main formal and urban employment centres. Conditions differ between states, regions and townships. Conflict and displacement in areas including Sagaing, Rakhine, Shan, Kachin, Chin, Kayah, Kayin and Magway can restrict movement, transport, market access and access to employers. The township often matters more than a national average when comparing wages, vacancies and living costs. Around 4.0 million internally displaced people were recorded on 27 July 2026, while conscription, overseas migration, security conditions and missing documents continue to change the available workforce. People enter work through formal education, university, technical and vocational education and training, non-formal courses, on-the-job learning, NGO or private training and personal networks. The National Skills Standards Authority, usually called NSSA, and related technical and vocational structures support skills assessment and certification, but access can be limited by course fees, distance, safety, internet access, language, gender and documentation. Employers also report skill mismatches, so a certificate does not by itself guarantee a suitable vacancy or pay level. Recognition of a qualification obtained abroad may require a separate assessment. Pay is affected by inflation, Kyat depreciation and falling real purchasing power. In 2025, reported rural casual earnings rose by about 43%, while urban casual earnings rose by about 4%, which does not mean that all workers experienced the same change. The latest minimum-wage figure checked against ILO information was 6,800 MMK per day after August 2024. A 2025 government daily wage of 7,800 MMK including allowances does not automatically set the private-sector minimum wage. Before accepting work, check the contract, overtime terms, payment currency, accommodation and transport arrangements, because formal protections reach employers and workers unevenly. Job matching takes place through Department of Labour Labour Exchange Offices, licensed recruitment agencies, JobNet, MyJobs, Alote and other online portals. NGO, UN, training-provider and community networks also connect people with opportunities. Personal contacts and informal brokers remain significant in rural and lower-skilled work, while online listings cover only part of the market. Check agency licensing, fees, references, identity documents, qualification evidence and security conditions before paying or travelling. Do not surrender a passport or make an advance payment without verifying the legal basis and the provider. The formal framework includes the Labour Organization Law 2011, Settlement of Labour Dispute Law 2012, Social Security Law 2012, Minimum Wages Law and Rules 2013, Employment and Skill Development Law 2013, Payment of Wages Law 2016, and rules for shops, establishments and factories. The Ministry of Labour, Department of Labour, Factories and General Labour Laws Inspection Department, Department of Labour Relations, Social Security Board and NSSA have different responsibilities. The existence of a formal rule does not ensure reliable protection or complaint handling; enforcement depends on location, status, sector and the security situation. COVID-19 effects, the 2021 coup, conflict, the March 2025 earthquake, inflation, foreign-exchange shortages, power and transport disruptions, internet outages, migration and sanctions continue to reshape demand. In March 2026, migration-related resignations were reported at 16%, with Yangon at 22%, Mandalay at 19%, services at 21% and manufacturing at 20%. These figures point to labor shortages and retention problems alongside skill mismatches, even where headline employment indicators appear stable. Labor statistics from ILOSTAT, the Central Statistical Organization and the Ministry of Labour may arrive with delays, use different definitions and undercount informal work, so unemployment alone does not describe employment quality, working hours, casual work, migration, real wages or regional risk. Internal migration toward urban and industrial centres and overseas migration are major ways households respond to economic and security pressure. Common destinations include Thailand, Malaysia, China, Singapore and India. Thailand recorded 2,270,382 registered workers from Myanmar on 1 January 2025, and Myanmar nationals represented about 73% of Thailand’s registered migrant workers in 2023. Irregular recruitment or travel can increase exposure to exploitation, trafficking, missing contracts or documents, debt and agency-related risks. Recruitment, training, documents, transport, accommodation, permits, visas and agency services have no single national price; costs and timing vary by place and sector. Myanmar’s labor market therefore has to be assessed through the actual township, sector, skills, documents, pay terms, mobility and security conditions rather than through one national figure.
