Availability, delivery, payment and return conditions vary by town and seller, with denser modern retail and digital services in urban areas than in rural or less-connected areas. Any seller offering online sales to people in Myanmar, including through a website, Facebook, another social-media platform or a mobile app, must use the E-Commerce Registration System, abbreviated eComReg after this definition. An application can be made as a company or business organisation, with SME evidence, or as an individual. The Ministry of Commerce and its Department of Trade review applications, and a field inspection may take place with the Department of Consumer Affairs under Order 51/2023. Registration lasts two years, and an extension should be submitted within 60 days. The fee is MMK 70,000 for a company or business organisation, MMK 50,000 for an SME and MMK 30,000 for an individual; an extension costs the same amount, while an amendment costs MMK 3,000 for each change. MMK means Myanmar kyat. Online payments for the service can include MPU e-Commerce Pay, AYA Pay, KBZ Pay and UAB Pay. Online sellers must issue a receipt, provide accurate product or service information and guarantees, and supply quality consistent with the purchase price. They must state their sales principles and cooling-off period, explain the payment method, delivery method and delivery conditions before purchase, offer the available choices, protect customer data and sell transparently. If goods do not match the stated information or guarantee, the seller must handle their return under the stated conditions. Food, medicine, medical equipment and cosmetics can also be subject to additional sector-specific requirements. Myanmar does not have one established nationwide return deadline for ordinary in-store purchases. For physical shopping, keep the receipt and check the warranty, product condition and the shop's own return policy. Product information should be checked before payment, including the source, Myanmar-language label, expiry date or condition, warranty, price and delivery or return terms. Directive 2/2019 covers Myanmar-language labelling for food, household goods, child-use goods, communication equipment, medicines and supplements, cosmetics, consumer goods and business-use goods. Payment may use cash, bank services, mobile wallets or MMQR/MyanmarPay, depending on the seller and location. MMQR is Myanmar's national QR payment standard under the Central Bank of Myanmar. Before confirming a QR payment, check the merchant name, amount, recipient and successful status, then keep the receipt or a screenshot. Never share an OTP or PIN, and treat unexpected payment requests and telecom messages as possible fraud. A shopping complaint can be submitted through the Department of Consumer Affairs Consumer Complaint System. Complaints are directed to the relevant State or Region office; a verification code can produce a tracking code for checking the status online. Other channels include the Department of Consumer Affairs website, its Android application, regional or district offices and Consumer Call Center 1535 during office hours. Keep the receipt, seller and delivery details, product photographs, chat history and payment evidence. The consumer complaint pathway concerns private purchases, not goods bought for resale or another business purpose. For online shopping, prefer an identifiable seller that can show eComReg compliance. Check the product source, Myanmar-language label, full price, payment and delivery method, and stated cooling-off or return terms before paying. Do not make an advance payment when the seller's identity cannot be verified; platform use does not guarantee a universal refund. Contact the seller first when the goods differ from the description, then use the Department of Consumer Affairs complaint pathway if the issue remains unresolved. Myanmar's National Waste Management Strategy and Master Plan 2018-2030 and National Plastics Management Action Plan 2026-2035 prioritise waste prevention, the three Rs, collection and safe disposal. Local collection and recycling services are not uniform across the country. Reusable or refillable products and less single-use packaging can reduce waste, while local separation is useful only where a functioning collection option exists.
