Art in Namibia

Namibia has established artistic institutions, but access remains fragmented across disciplines and regions. The National Art Gallery of Namibia (NAGN) collects, preserves and exhibits visual art and offers workshops, public programmes, curatorial and technical assistance, framing and venue rental. It provides public access and professional mediation but does not confer artist status or guarantee an exhibition place. The Namibian Arts Association offers exhibitions, open calls, talks, workshops and the AAHT Collection. Its Artist Development Programme is aimed at Namibian citizens or permanent residents with at least five years of practice, a full-time studio and a mid-career profile. Omba Arts Trust connects more than 600 artisans and artists from nine regions with training, fair-trade and market or export opportunities, especially in traditional and contemporary craft and San contemporary art. Craft and community art therefore often use non-formal, livelihood-oriented pathways rather than one national market or pricing system. The National Arts Council of Namibia (NACN) administers the National Arts Fund (NAF). Grants, bursaries, mobility support, facility support, partnerships and capacity-building can cover visual arts, performing arts, literature, cultural heritage, technical arts, digital arts, game design, graphic design and curatorship. Access follows each call. Applicants may need a portfolio or other work evidence, Namibian citizenship or a Namibian-based organisation, and registration with the Directorate of Arts for individuals or small groups. Assessment considers artistic merit, feasibility, impact, sustainability and financial viability. Grant recipients report on the supported work, and funding is not automatic. Amounts and deadlines change by cycle. The 2026 bursary call set maximum ages of 30 for undergraduate and 40 for postgraduate applicants, required Grade 11 or 12 and an average of C or more than 25 points, and requested provisional acceptance. Marginalised communities and persons with disabilities receive priority. Study outside Namibia or in the SADC region is considered when no suitable local course exists, but the bursary does not provide universal coverage of all costs. College of the Arts (COTA) provides formal creative-arts pathways, including a three-year Diploma in Creative Arts, a one-year Certificate in Performing or Visual Arts and general tuition. Its areas include visual arts, new media design, fashion design, drama, radio and television, with certificates in subjects such as ceramics, dance, drama, music, piano and sound. COTA operates three campuses in Windhoek. The University of Namibia also provides literature, creative writing, drama and poetry modules. Architecture follows a more regulated process: NUST offers a Bachelor of Architecture leading toward the candidate architectural technologist registration process, while a Master of Architecture and the required professional conditions support a possible architect registration process through the Namibia Council for Architects and Quantity Surveyors (NCAQS). Registration, examinations, professional practice and membership requirements apply, and admission or professional registration is not guaranteed by completing a course alone. Music combines formal education, live performance, traditional transmission and rights management. NASCAM, a collective management organisation for authors, composers and publishers, licenses uses and distributes royalties. Public performance or other use of protected music requires a rights and licence check, and Namibia has no single fixed general fee for every performance. Traditional music may continue through community-based transmission alongside formal licensing arrangements. Literature is supported through the National Library of Namibia and the Namibia Library and Archives Service, which handle legal deposit, Namibiana, bibliographic services, ISBN and ISSN functions and preservation of published intellectual heritage. Oral literature remains connected to particular communities and language spaces. Official sources reviewed for this scope do not establish one central national authors' association or authors' register. The Namibia Film Commission (NFC), established under the Namibia Film Commission Act 6 of 2000, provides authorisations, location marketing, industry development and a Film and Video Development Fund. Supported areas can include script and project development, documentaries, features, drama, animation, short films, television or streaming, marketing and distribution, festivals, markets and skills. Namibia-related projects and Namibian writers, directors and producers receive preference in the stated funding framework. Established-filmmaker applications require at least two screen credits. Equipment, capital works, corporate or promotional productions, educational productions, current-affairs programmes, reality, game and talk formats and publication costs are excluded from the stated funding categories. Festival or market applications should be submitted at least six weeks in advance; evaluation takes about three weeks, and retrospective funding is not available. A foreign person or production generally needs written NFC authorisation under section 20 unless it qualifies through Namibian citizenship, a Namibian-registered company or permanent residence. The National Theatre of Namibia (NTN) produces, curates, develops and presents drama, music, dance, live art and interdisciplinary work. Its programmes include new makers, outreach, co-productions, main productions, live art, discursive work and education or training. Season calls may invite writers, directors, choreographers, performers, designers and interdisciplinary artists, sometimes with an age requirement of 18 or older. Access can involve a call, audition or workshop and does not guarantee selection. NTN is not a recurrent general performing-arts class provider. Its Actor Lab has been advertised at N$50 per session for participants aged 18 or older in English. Venue prices depend on the quotation, technical requirements and overtime; stated capacities include 471 seats for the auditorium, 250 for the backstage venue and 50 for the foyer. Photography and digital art are recognised through existing institutions and calls rather than a separate national photography council or digital-art regulator identified in the reviewed official sources. Possible entry points include NAA, NAGN, COTA, NACN, NTN live-art programmes and NFC projects involving artistic photography or audiovisual production. Public workshops, memberships, venue rental, framing, equipment and application costs vary by provider and call. Some public offers are free or subsidised, but the specific institution should confirm the current terms. Copyright protection covers literary, musical and artistic works under the Copyright and Neighbouring Rights Protection Act 6 of 1994, as amended by the BIPA Act 8 of 2016. The general term for literary, musical and artistic works is the creator's lifetime plus 50 years. Photographs, cinematograph films, computer programs, sound recordings, broadcasts and published editions use a 50-year period tied to the statutory event for that work type. The rights holder controls uses such as reproduction, performance, publication and licensing according to the work and use. Artists, organisers and institutions should clarify permissions, contracts, credits and venue or film authorisations before using protected work. The Copyright Tribunal and BIPA-related intellectual-property structures form part of the rights framework, while NASCAM handles relevant music-licensing functions. Preservation and mediation involve NAGN, NAA and its AAHT Collection, the National Library, the National Archives, UNESCO, the Namibia National Commission and the Directorate of Heritage and Culture Programmes. Community consent and non-formal transmission matter when safeguarding traditional music, oral practices, instruments, craft skills and other living cultural expressions. The musical tradition Aboxan Musik ǀŌb ǂÂns tsî ǁKhasigu appears on UNESCO's Urgent Safeguarding List from 2020, while Oshituthi shomagongo appears on the Representative List from 2015. Heritage-related art work belongs within this scope when the focus is artistic preservation or mediation; general history, tourism, leisure and media consumption do not become art topics merely because they involve images, performances or cultural places.
