Costs in Namibia

The Namibia Statistics Agency's National Consumer Price Index, or NCPI, measures changes in consumer prices. The Namibia Household Income and Expenditure Survey, or NHIES, describes household spending patterns. The 2025/26 NHIES collection was completed, but a current expenditure report was not available in the research record. The 2015/16 NHIES remains useful for spending structure, not as a current one-person or family budget. It recorded average household consumption of N$116,875 per year, about N$9,740 per month, with 31.5% for food and beverages, 28.5% for housing and 9.8% for transport and communication. Regional differences were large: average annual consumption was N$213,040 in urban Khomas, where housing represented 36.9%, and N$72,147 in rural Kavango West, where food represented 59.8% and housing 20.4%. Housing and utilities therefore need to be priced for the actual town, dwelling and service arrangement. In the NCPI, housing, water, electricity, gas and other fuels had a 28.4% weight, while rental payments alone had a 23.3% weight. The rental index increased 4.8% year on year in December 2025, and the twelve-month average house price was N$1,360,000 in June 2025. Namibia also had an estimated national backlog of about 300,000 unserviced plots. The National Housing Enterprise, or NHE, provides housing loans, housing construction, sales, land acquisition and property rentals; private rentals, purchases and local-authority schemes are additional pathways. Actual rent depends strongly on the town, neighbourhood, dwelling and condition. Windhoek's 2026/27 municipal tariffs illustrate the range of utility costs but do not apply nationally. A 15-millimetre water connection has a basic charge of N$53.84 per month. Domestic potable water costs N$26.66 per kilolitre for 0 to 6 kilolitres, N$41.31 for more than 6 to 30 kilolitres, N$82.63 for more than 30 to 50 kilolitres and N$165.25 above 50 kilolitres per month. Weekly domestic refuse collection costs N$181.27 per month for a 240-litre container, N$141.96 for a 130-litre container and N$43.58 in an informal settlement; domestic water and refuse charges are listed with 0% VAT. Assessment rates are separate and depend on site and improvement value. NamPower distribution charges rose by an average of 1.7% under the 2025/26 Electricity Control Board approval. NamWater supplies bulk water, while the Directorate of Rural Water Supply serves rural areas. Electricity, sewerage, water, refuse, LPG and paraffin costs depend on the location, provider, tariff class and consumption. Food accounted for 16.5% of the NCPI basket, with food alone at 14.8%. Food inflation was 1.7% year on year in March 2026. Bread and cereals had a 4.8% basket weight and meat 3.5%. For a 5-kilogram bag of maize meal in March 2026, recorded prices were N$66.96 in Zone 1, N$69.22 in Zone 2 and N$69.74 in Zone 3. The zones cover northern and eastern regions, Khomas, //Kharas, Erongo, Hardap and Omaheke. The National Agricultural Board's 2025 mahangu floor price was N$7.20 per kilogram, or N$360.14 per 50-kilogram mill-door bag; the farm-gate price was N$6.91 per kilogram, or N$345.52 per 50-kilogram bag. Retail and import shares, seasonality, drought and transport distance affect the final price. Food assistance and drought relief are time-limited measures, not a regular household budget line. Transport costs include fares, fuel and the full cost of private mobility. Windhoek's 2026/27 bus tariff lists N$9 per trip with a Smart Card and N$11 in cash; an FAQ showed N$9.50, so the current tariff booklet should be treated as the stronger reference. In Walvis Bay in August 2026, the monthly fuel review listed petrol 95 at N$24.48 per litre, diesel 50ppm at N$26.26 and diesel 10ppm at N$26.36. Inland prices can be higher because of distribution. A private vehicle also creates costs for purchase or finance, licensing, insurance, maintenance and fuel. TransNamib's StarLine can provide a lower-cost rail option on some routes, but fares must be checked locally. Health costs combine public and private services. Namibia's Ministry of Health and Social Services uses a mixed system, and the actual patient charge depends on the facility, service and status. Hospital standards state that patients should receive expected out-of-pocket costs when they are not covered through a public or private arrangement. No reliable current national patient-fee list was identified, so medicines, dental care, transport, diagnostics and co-payments need separate estimates. Nammed displayed 2026 starting monthly contributions of N$825 for Basic, N$1,977 for Trauma, N$2,026 for Active, N$3,447 for Essential, N$3,965 for Standard and N$5,017 for Comprehensive. The Basic plan showed a maximum monthly salary of N$17,000; contribution details, benefits and regulatory approval should be checked before using these figures. Basic education is covered by a policy of free, equitable and quality primary and secondary education, but families can still pay for uniforms, materials, transport, hostels and private schooling. NUST listed a 2026 application fee of N$220 for undergraduate and N$330 for postgraduate applications. Its Bachelor of English and Linguistics listed first-year total fees of N$36,210 including registration; other programmes differ. UNAM fees depend on the offer and fee prospectus. Youth Skills Training Centres offer 12-month programmes for applicants with Grade 9 or higher who are generally aged 18 to 35; fees vary by centre. Family support can reduce household costs but does not replace budgeting. The Ministry responsible for gender equality and poverty eradication administers child grants, old-age grants, disability grants, grants for orphans and vulnerable children, and the Conditional Basic Income Grant. The last explicit general schedule listed N$350 per month for a child grant and N$1,400 for old-age and disability grants from July 2023. A 2025 State of the Nation statement confirmed N$1,600 for child disability, while the 2025/26 policy implementation plan named target values of N$400 for child grants and N$1,350 for old-age grants. Payment amounts should therefore be confirmed locally before they are included in a budget. Eligibility depends on factors such as Namibian or permanent-resident status, age, registration and the relevant child, disability or vulnerability status. Communication costs depend on coverage, device use, data consumption, prepaid or postpaid terms and contract duration. MTC's Aweh YoData L was listed at N$85 for 9,416 MB for 7 days, and Aweh YoData 30 at N$268 for 31,120 MB for 30 days. Giga packages were N$159 for 10 GB, N$299 for 20 GB, N$439 for 30 GB and N$699 for 50 GB, each for 30 days. MTC Spectra home packages listed 10, 25, 50 and 100 Mbps at N$779, N$1,099, N$2,499 and N$5,999 per month, with installation at N$2,600 excluding VAT. Leisure costs vary by destination, season and status. The MEFT park fee schedule effective from 2021 listed total daily fees of N$50 for a Namibian adult, N$100 for a SADC adult and N$150 for another foreign adult; children aged 16 or under were listed as free under that schedule. Park permits are obtained at the gate or through MEFT, and the old fee schedule should be checked before use. NWR listed Ai-Ais rates for July to October 2026 of N$1,640 per person for bed and breakfast sharing, N$390 per person for camping and N$650 per person for a nature drive. NamLeisure discounts can reach 50% for accommodation and 25% for meals or activities. A workable budget separates fixed monthly costs for housing, utilities, communication and health from variable food, mobility and leisure costs. It also reserves money for yearly education, insurance, maintenance and emergencies. Banking belongs in this calculation only where an account or payment method is needed; debt belongs only where repayments or arrears affect household costs; taxes belong only where VAT or another levy is included in a quoted charge.
