The Department of Vocational Training and Professional Development (VTPD) is the main national vocational training and quality-development body. The former TVET Division under the Department of Education was abolished on 8 April 2025, and the newer VTPD structure places strong emphasis on building local trainers. Current VTPD-linked pathways include TAFE Queensland Certificate II programmes in plumbing, automotive, electrotechnology, engineering, hospitality and construction for Year 12 learners, community members and adult learners. The Alternative Pathways Program (APP), managed and financed through the Department of Multicultural Affairs, provides work-related reskilling and upskilling through National Certificate II courses in joinery, carpentry, automotive, engineering, IT and digital, fashion and design, hospitality, electrotechnology and polywelding. APP courses have used six-week blocks through mid-2026, and 2026 evening and night classes cover general trades, hospitality, patisserie and IT for mature-aged community members and young people without formal education. Access has also expanded to refugees, Chinese nationals and other Pacific Islanders. Public application deadlines are not generally published, so applicants need to confirm intake arrangements with the responsible provider or programme office. These programmes do not automatically lead to a higher qualification or a job. APP had produced 2,657 graduates by September 2025, while a 2024 Fiji National University APP course recorded 710 certificate-of-attainment graduates. A certificate of attainment records participation or achieved training outcomes but does not by itself guarantee progression to a higher qualification. A plumbing Certificate II pathway may also require supervised work placement. Literacy, language and numeracy support can affect access to workplace-linked training. Recognised Prior Learning (RPL) allows VTPD and TAFE Queensland to assess relevant work experience from local trade workers who lack formal qualifications. RPL is not automatic: the applicant must provide evidence and pass a competency assessment. Older TVET information listed Certificate II at $450, skillset or cluster units at $150 and life-skills participation at $100, but the currency and application of these fees after the VTPD reorganisation are unconfirmed. No current public VTPD fee or funding schedule was identified. Professional upskilling also includes the TAE40122 Certificate IV in Training and Assessment, a 12-month trainer qualification. Eleven Nauruan trainers and education professionals had completed it by 20 February 2026; 15 people had completed Level 1 of the International Trainer and Assessor Program, with Levels 2 and 3 continuing. This supports local training planning, delivery and assessment and reduces dependence on external trainers. Forty-one Year 12 learners had completed Certificate II qualifications in construction, electrotechnology, hospitality, automotive, plumbing and engineering, and 40 had completed CPCWHS1001 Prepare to Work Safely in the Construction Industry. Public-service upskilling follows a separate approval process. A government department reports its capacity-building need to Human Resources, or an employee submits an individual request with Head of Department endorsement and a training-needs analysis. Human Resources checks role relevance and performance, while the Secretary or Chief Secretary makes the final decision. Human Resources arranges local or international training and monitors the result. Study-leave financial support is limited to permanent or temporary public-service employees with at least six months of service and applies only within Government, Australia-, Taiwan- or New Zealand-sponsored scholarships; monthly study-progress reports are required. USP Nauru can support local, blended and distance professional learning for public employees where departmental need and Head of Department endorsement exist. USP Nauru has also delivered short professional formats, including a micro-qualification on establishing and operating a small seafood business, a Certificate IV in Resilience focused on climate-change adaptation and disaster-risk reduction, and a blended Professional Certificate in Education Policy and Planning supported by the Ministry of Education. Its campus profile is predominantly distance and part-time, but degree and undergraduate study belongs to tertiary education rather than this upskilling scope. Nauru has no general legally enforceable right to continuing education and no unified national entitlement to course costs or study leave. The practical distinction is therefore between formal accredited qualifications, non-formal short training, workplace or public-service development, and self-directed learning, with recognition and financial support checked separately for each pathway.
