Consumer protection in Norway

Consumer protection in Norway mainly applies when a private person buys from a business for personal use. A purchase between two private people, or a business purchase, may follow different rules. The Consumer Purchases Act, commonly called forbrukerkjøpsloven, is central for goods bought from a professional seller. Other laws cover areas such as services, distance selling, and digital content. If a product has a defect or does not match the agreement, the buyer normally begins by complaining to the seller. Depending on the problem, the remedy may include repair, replacement, a price reduction, cancellation, or compensation. A legal complaint right is not the same as a voluntary guarantee. A guarantee is an extra promise from a seller or producer, while statutory rights can apply even when no guarantee was offered. Distance and off-premises sales may give a consumer a right of withdrawal, called angrerett. This right has exceptions, especially where a service has started with consent or where the product is specially made or cannot be returned for another legal reason. The seller should normally receive a fair chance to correct a valid problem. The buyer should follow reasonable instructions, but should not accept an unlawful limitation of mandatory consumer rights. Forbrukerrådet gives consumer information and guidance. Forbrukertilsynet supervises consumer rules, and unresolved individual disputes may be handled through the Norwegian consumer dispute system. Consumer protection has limits. It does not make every purchase risk-free, and the outcome can depend on the contract, product use, evidence, timing, and whether the seller is a business.
