Continuing Vocational Training in the Republic of the Congo

In the Republic of the Congo, continuing vocational training (formation professionnelle continue) is described among other things as qualifying training, skills upgrading, refresher training, retraining or reintegration. There are formal, non-formal and informal routes. These include CEFA training centres (CEFA) and work-study (alternance) programmes, apprenticeship (apprentissage), training in private or contract-recognised institutions, company and sector programmes, and practical learning with master craftspersons (maîtres artisans). Provision is particularly relevant to employability, career changes, return to work, and technical or digital qualifications, but varies by region, project and provider. Brazzaville, Pointe-Noire and individual departments are expressly documented; nationwide coverage has not been established. The Ministry of Technical and Vocational Education (Ministère de l’Enseignement Technique et Professionnel (METP)) oversees the authorisation of technical and vocational institutions and examinations. The Ministry of Youth and Sports, Civic Education, Qualifying Training and Employment deals with qualifying education, employability and work. FONEA finances certain qualifying, adaptation, reintegration and occupational reorientation measures under Law 8-2019. The employment agency (ACPE) registers jobseekers and brings together access to training, internships and employment. For state employees, the General Directorate of the Civil Service (Direction Générale de la Fonction Publique) is responsible. Public, private and contract-recognised institutions, CEFA, vocational schools, companies, local authorities and civil-society organisations can provide programmes. The Certificate of Vocational Aptitude (Certificat d’aptitude professionnelle (CAP)) can be obtained through a complete training route in an alternance institution recognised by the METP, or in a private or contract-recognised institution. Candidates who are not enrolled and candidates using validation of acquired experience (validation des acquis de l’expérience (VAE)) may also be admitted. Registration takes place during the relevant registration period with the Directorate for Technical and Vocational Examinations and Competitions (Direction des examens et concours techniques et professionnels). A CAP results from an examination or wholly or partly from VAE. A competency block (CCP) remains valid for five years; units that were not passed may be retaken within that period. Training monitoring in CAP routes concerns apprentices in particular, as well as participants in training at recognised, private or contract-recognised institutions. Attending a course alone does not automatically lead to a nationally recognised qualification. Jobseekers can find programmes through the ACPE portal, FONEA-funded programmes or local Youth and Employment Houses (Maisons de la Jeunesse et de l’Emploi). Companies organise their own training for employees, while master craftspersons can provide informal learning. A mobile unit for industrial electrical work and construction trades was used as a territorial pilot model. Participation does not automatically guarantee a training place or a job. The public service has a statutory right to training throughout the working life; mandatory measures may be compulsory. Specialised schools, state-recognised or cooperating institutions, and approved distance-learning programmes may be used. Internships for deepening or refreshing skills last no more than nine months, and qualifying training lasts no more than three years. Access may be through competitive examinations, occupational tests or an existing qualification and requires approval from the responsible ministry and the public administration. Published requirements specify age limits of 50, 53 or 55 years depending on the category, at least three years of service, and usually the immediately lower category; the DGFP gives an age under 50 for some procedures. Costs and dates depend on the provider, programme and funding route. No nationwide standard fee or national training calendar has been published. FONEA covers only certain eligible measures. In the digital ADEN programme, selected participants aged 18 to 35 were exempt from course fees; applications were submitted online and required proof of identity and the most recent diploma. Subjects included cybersecurity, artificial intelligence, programming, digital marketing, and networking and cloud technology. Another MJSECFQE-FONEA programme in 2026 targeted 1,500 young people aged 18 to 45 and combined beadwork with entrepreneurship. Before registering, applicants should therefore check the institution’s recognition, the target qualification, duration, costs and funding status.
