Friendship in the Republic of the Congo

The French terms amitié, ami, and amie are common in official usage; Lingala and Kituba are among the widely used lingua francas. Typical ways to meet new contacts include schools, school clubs, sports and cultural activities, youth and community associations, Scouts and Guides, mutual-aid groups, and local and digital networks. UNICEF names, among others, the Association of Scouts and Guides of the Congo (Association des Scouts et Guides du Congo), the Afriyan youth organization (Afriyan), the Movement of Young Pupils and Students of the Congo for Development (Mouvement des Jeunes Élèves et Étudiants du Congo pour le Développement), youth bloggers, and the Children's Parliament (Parlement des Enfants) as organized youth structures. An association, mutual-aid group, friendship group, or club can facilitate regular contact, mutual help, and shared activities, but it does not replace a state friendship service. One example from the 2025 Journal officiel is the mutual association Les Vrais Amis du Quartier (Mutuelle Les Vrais Amis du Quartier) in Brazzaville. The group was described as a social association focused on neighborhood-based community life, mutual help, and various forms of support. Formal groups have statutes and admission conditions. Depending on the type and location, an association is formed by making a declaration and obtaining a receipt (récépissé) from the prefecture or the Ministry of the Interior and Decentralization (Ministère de l’Intérieur et de la Décentralisation); a uniform nationwide procedure with a fixed fee or processing time is not documented. There is no selection quota or general minimum age for private friendships. Informal contact is based on mutual consent and depends on the social environment. Meetings, telephone and internet use, transport, activities, and memberships can incur costs; there is no state fee for friendships. The Constitution protects freedom of communication, the confidentiality of correspondence and telecommunications, and freedom of association and assembly. This does not create a right to contact, reciprocity, or continuation of a friendship. Tolerance, dialogue, peace, and social cohesion are among the general behavioral requirements. In a dispute, an initial response can be a direct conversation, clearly stated boundaries, a pause in contact, or ending contact. There is no state mediation process specifically for friendships. If children or young people are affected by violence, abuse, cyberviolence, or another safety risk, child-protection structures are responsible, including the General Directorate of Social Affairs (Direction générale des affaires sociales) and local child-protection committees (comités de protection de l’enfant). CIREV offers, among other things, listening, psychosocial support, family mediation, and cultural and sports activities. Youth issues have substantial practical importance in the country; the National Strategy for Youth Development and Participation 2022–2026, together with school clubs, youth associations, and Scouts, provides central access points.
