Elections in Romania

Elections in Romania are a central way for citizens to influence public power. Eligible voters choose representatives or office holders in national, local, and European elections, and may vote in referenda when one is organized. Parliamentary elections choose members of the Chamber of Deputies and the Senate. Parliament represents different political choices and groups, and its members take part in making laws and controlling the Government. Parliamentary voting uses a system based mainly on party lists and proportional representation, with legal details set by election law. The President of Romania is elected directly by citizens. The presidential contest is designed to produce a candidate with broad national support, and a second round may be held when no candidate meets the required constitutional result in the first round. Local elections choose mayors and local or county councils. These bodies make decisions about many matters close to daily life, such as local services, public spaces, roads, and parts of the local budget. The ballot structure can differ between the mayoral and council choices. Romanian citizens also vote for members of the European Parliament. These elections select representatives who work in the European Union institutions. The election is held in Romania, but the role concerns decisions made at European level. A referendum asks voters to answer a defined public question. The question, eligible voters, ballot design, and legal effect depend on the constitutional and electoral rules for that referendum. A referendum is not the same as choosing a person or party. Election administration includes electoral authorities, polling bureaux, voter lists, ballot papers, identity checks, counting, and the announcement or validation of results. Procedures exist to protect secrecy, prevent multiple voting, and record valid and invalid ballots. On election day, a voter goes to the assigned polling place or another legally permitted place, presents an accepted identity document, receives the relevant ballots, marks them privately, folds or places them as instructed, and deposits them in the ballot box. A ballot can be rejected if it is marked unclearly or in a way that does not show the voter's choice. Voting has practical limits. An election can change who holds office, but it cannot solve every problem immediately, and voters may have to choose among imperfect programmes. Citizens can compare candidates, parties, records, promises, and local needs before voting, while remembering that rules and arrangements may differ by election.
