Surroundings in Samoa

Responsibility for Samoa’s surroundings is shared among the Ministry of Natural Resources and Environment and its environment division, the Planning and Urban Management Agency, the Ministry of Works, Transport and Infrastructure, the Samoa Water Authority, the Electric Power Corporation, the Disaster Management Office, district water committees and village councils. Samoa has no single central office responsible for every surroundings-related matter. The Samoa Water Authority supplies most people through formal water systems. Independent village water schemes and district water committees provide functional alternatives in other areas. Wastewater sewerage is concentrated mainly in Apia’s central business area and the National Hospital; elsewhere, septic tanks are common and some households use pit latrines. Customers generally pay charges, maintain private pipes after the provider’s access point, prevent blockages and overflows, allow access for service work and follow rationing instructions during dry periods. Water charges vary by provider and connection. The Ministry of Health’s Water Safety and Quality Unit monitors drinking-water systems, bottled water and independent schemes. In 2023–24, providers abstracted about 29,187 megalitres for distribution and delivered about 18,168 megalitres; the difference indicates substantial non-revenue water. The Electric Power Corporation generates, distributes and sells electricity through hydro, solar and wind systems and aims for fully renewable electricity generation. A new connection normally involves a licensed electrician, an application permit, a pre-inspection and a fee. The process fee is SAT$50 for a basic household connection or SAT$100 for a larger connection, while the final connection charge follows the inspection. Electricity bills are due on the 20th of the month, and arrears can lead to disconnection from the 21st. Reconnection costs SAT$200. Waste management is regulated under the Waste Management Act 2010 and supported by the Ministry of Natural Resources and Environment. Tafaigata Landfill receives much of the country’s waste. Samoa generated about 27,057 tonnes of waste per year in the 2023 baseline, while recycling and reuse remained below 3%. Household collection covered about 97% of households, but the reported system condition ranged from fair to poor and landfill capacity was considered critical by 2032. Hazardous waste, electronic waste, medical waste and sewage require separate controls. Local collection schedules, charges and separation options are not uniform; the J-PRISM project has supported segregation and recycling at Tanoale’a. The Planning and Urban Management Agency uses the Noise Policy 2006 and development controls for excessive noise, dust, fumes, poor ventilation, inadequate lighting, waste, wastewater, drainage and related amenity problems. People can submit public complaints to the agency’s Urban Management function. Samoa has no clearly established nationwide routine ambient-air monitoring network with public results in the relevant official information, so local complaints and development controls remain the main documented pathway for airspace, ventilation, fumes and vapours. Green-space access varies by site. The environment ministry manages or supports national parks, terrestrial and marine conservation areas, the Vailima Botanical Garden and community-led conservation, but Samoa does not have one uniform municipal park system or fee structure. Coastal and inland water, drainage, erosion, wastewater and inundation are everyday surroundings concerns, while broader nature management belongs to the separate nature topic unless it directly affects living conditions. Samoa’s warning and emergency systems cover tropical cyclones, floods, coastal inundation, tsunamis, earthquakes, landslides and drought. The Meteorology Division issues forecasts twice daily, provides hourly or three-hourly observations and operates the Climate Early Warning System. The Disaster Management Office coordinates risk reduction, emergency operations, inter-agency response and village or district committees under the Disaster and Emergency Management Act 2007. A national addressing system uses a house number, street, village, district and island; visible numbers help emergency services, utilities and authorities locate properties, and the addressing service provides them to end users without charge. The Disability Access Guideline 2008 covers safer access to buildings and public spaces for people with physical, visual and hearing impairments. The Planning and Urban Management Agency can incorporate accessibility into development consent, although implementation depends on the project and site. Development or land-use activity generally requires a Development Consent Application. Typical documents include a site plan, utilities, drainage, vegetation, natural features, land ownership or lease evidence and the applicable fee. Customary land may require written consent from a high chief, sa’o or village council. Projects with relevant environmental or social effects may require an environmental assessment. Significant projects or projects valued at SAT$1,000,000 or more can require public notice and at least 28 days for comments; the consent board has ten members, five from government and five from the community, and normally meets monthly. Climate-resilient drainage, erosion control, coastal protection and reliable water, sanitation, waste and utility services receive high practical priority. Around 70% of Samoa’s population lives within one kilometre of the coast, which increases exposure to coastal flooding and other climate-related effects. National and community projects therefore use village consultations and may involve women’s groups, youth groups, NGOs and other community organisations. Formal consent and customary or village participation can operate together rather than replacing one another.
