Friendship in Senegal

People in Senegal commonly develop friendships through school, neighbourhoods, work, sport, cultural activities and youth or community groups. Private friendship has no general access requirement, registration procedure or state-issued status. Friends decide for themselves how often to meet, whether to host one another and what support they can offer; Senegalese law does not create friendship-specific duties to answer, visit or provide help. Contact may continue through visits, conversations, mobile calls, SMS and messaging. The practical ability to stay in touch depends on distance, mobility, communication costs and access to reliable internet or devices. ANSD reported individual telephone access for 66.4% of people aged 12 and over and internet access for 46.8% in 2022–2023. Internet access was higher in Dakar's urban area at 71.0% than in other urban areas at 52.8% and rural areas at 31.3%; it also ranged from 20.9% in the poorest household quintile to 70.5% in the richest. ARTP reported mobile internet usage of 111.91%, 3G/4G/5G coverage of 95.15% and average monthly data use of 3.52 GB in the second quarter of 2024. Actual communication costs depend on the provider and offer, so Senegal has no single standard cost for friendship. Tontines, dahiras, village or neighbourhood groups, and youth, cultural or sports associations can create regular contact and solidarity, but they are organised groups rather than private friendship. Their access rules, contributions and duties come from their own practices or statutes. A private friendship does not require association registration. If people create a formal association for another purpose, Senegalese rules require prior declaration and registration, precise statutes and founding documents; the relevant administrative process can involve the Sous-préfecture, Préfecture, Gouvernorat, DGAT or the responsible ministry depending on the association's scope. No national standard friendship-mediation procedure has been identified. A disagreement may be addressed directly or, where appropriate, through trusted community mediation. A friendship may pause or end by one person's choice or by mutual agreement, without a special public procedure, fee or deadline. Privacy, consent and personal boundaries remain relevant, while general legal protections continue to apply.
