Senegal's higher education system, called enseignement supérieur, includes public universities such as UCAD, UGB, UIDT, UASZ, UADB, UNCHK, UAM and USSEIN, as well as public schools and institutes such as EPT, ENSA and ISEP. Private higher education institutions are also widespread. A Campusen snapshot lists 10 public universities, more than 400 private institutions and 1,286 programs, although the available catalogue depends on the intake and current listings. Universities may organize teaching through faculties or UFRs, while schools and institutes often focus on professional, technical, engineering or health programs. ISEP and DISEP programs belong in higher education only when their tertiary status and accreditation are confirmed. Most programs use the LMD structure. A Licence normally takes three years, six semesters and 180 credits. A Master normally takes two years and four semesters after a Licence. A Doctorat normally requires at least three years after a Master. Each semester represents 30 credits. Programs divide teaching into teaching units and course elements, often referred to as UE and EC, with lectures, tutorials, practical work and supervised personal work. Continuous assessment and final examinations are common, but progression and compensation follow the institution's academic rules. A general Licence commonly leads to a Master or employment, while a professional Licence is designed more directly for employment but may also allow further study. Admission normally requires the baccalaureate or a recognized equivalent. For current-year baccalaureate holders seeking first-year public study, Campusen is the national application and placement platform: applicants rank their choices, and selection considers the baccalaureate series, results, available capacity and program-specific rules. Public acceptance becomes effective after the required registration fee is paid. For the 2026 intake, the Campusen window ran from 17 August to 13 September 2026 at 23:59; future dates may differ. Private institutions may accept applications through Campusen or directly, depending on their procedure. Applications with a foreign baccalaureate are handled at institution level. Master's admission depends on the program and application file. Doctoral admission generally begins with a proposal from a doctoral school, followed by review by the scientific council and approval by the rector or university president. Public study costs include administrative and academic registration and may include program or service charges. UGB reference fees are 25,000 FCFA for a Licence, 50,000 FCFA for a Master and 75,000 FCFA for a Doctorat for Senegalese or assimilated categories. The corresponding reference amounts for non-assimilated foreign categories are 200,000, 400,000 and 1,000,000 FCFA. These figures are not a universal national tariff. Private tuition varies substantially by institution and program. A realistic budget also separates application or dossier charges, tuition, monthly payments, housing, transport, meals and learning materials. The Direction des Bourses manages scholarships and related allocations, including full scholarships, half scholarships, social scholarships, excellence scholarships and third-cycle support. Criteria, quotas, application dates and payment schedules vary, and admission does not create an automatic scholarship entitlement. COUD or CROUS services may provide housing, meals, medical care and cultural or social support, subject to availability and applicable procedures. French is the dominant language of official teaching and administration. Local languages may provide support, but they do not replace the language requirements of the selected program. Before enrolling, verify that the institution has the required authorization from the Ministry of Higher Education, Research and Innovation, commonly abbreviated MESRI, and that the specific program has current accreditation from ANAQ-Sup, the national quality assurance agency. ANAQ-Sup accreditation is generally valid for five years. CAMES and PRED provide regional recognition or equivalence services, but they do not replace Senegalese institutional authorization or program accreditation. The official institution and program records, admission instructions, fee schedule and academic calendar provide the reliable basis for an application.
