State in Serbia

Serbia is a republic whose basic rules are set by its Constitution. The Constitution defines public institutions, citizens' rights, and the limits on state power. Serbia is a unitary state, so the main legal framework applies across the country, although some responsibilities are carried out locally or through autonomous provincial institutions. The National Assembly, called the Narodna skupština, is the elected body that adopts laws, approves the state budget, and supervises the Government. Members are elected through party lists, so political parties and coalitions are important in parliamentary work. The President of the Republic represents the state, has constitutional powers, and performs important roles in national public life and security matters. The Government, led by the Prime Minister, manages public administration and carries out laws through ministries and other state bodies. Courts are responsible for deciding legal disputes and criminal cases according to law. The public prosecution service represents the public interest in criminal proceedings, while independent bodies and institutions may protect rights, review administration, or supervise specific public functions. Serbia has autonomous provinces, with Vojvodina as the main example. Provincial institutions manage matters assigned to them by the Constitution and laws. They do not replace the national state and cannot act outside their legal powers. Local self-government is organized through municipalities and cities. Local assemblies, mayors or municipal presidents, and local administrations deal with matters such as local planning, communal services, local roads, and parts of education, culture, and social support. Public administration is the part of the state that delivers documents, permits, registrations, inspections, benefits, and other services. A person should first identify whether the responsible office is national, provincial, or local, because the correct institution depends on the matter. Citizens can influence the state through elections, petitions, public consultations, complaints, court proceedings, associations, journalism, and peaceful assembly. The state has broad powers, but those powers are limited by the Constitution, laws, court review, public oversight, and basic rights.
