Pets in Sudan

Sudan has no publicly documented nationwide system for registering pets, issuing pet passports, requiring microchips or licensing household animals. Acquisition, informal adoption and everyday care usually depend on private contacts, local veterinary practices and community arrangements. Public information about pet shops, boarding services, organized adoption and animal shelters is limited, and no national municipal shelter or intake network has been documented. The Animal (Lenience and Welfare) Act 2015 provides the main national animal-welfare framework relevant to pets. Owners and breeders should provide adequate space, avoid causing harm and protect animals from suffering. The law also addresses transport, animal keeping, sick animals, euthanasia, abandoned animals and transfer of ownership. Section 87(2) of the Criminal Act 1991 addresses cruelty and can involve a fine and transfer of the animal to a responsible authority. Practical enforcement and the exact consequences for a particular case may depend on the locality and the available authorities. Veterinary treatment is formally linked to the Sudan Veterinary Council, established under the Sudan Veterinary Council Act 1995 and amended in 2004. Veterinary services, including services provided for payment or without payment, are reserved for registered veterinarians. Veterinary clinics, veterinary-medicine stores, medical certificates and prescriptions fall within the professional system; para-professionals work under a veterinarian's responsibility. State veterinary directorates and local veterinary services may be the relevant access points, but availability differs sharply between localities. The Sudan Veterinary Council can receive complaints about registered veterinarians. Animal disease rules can affect a pet's movement and daily care. The Epidemic Diseases of Animals Act 2001 provides for disease reporting, isolation, movement permits or bans, treatment and restrictions on trade in infected animals. Rabies is also covered in Sudan's legal framework. Vaccination and post-exposure treatment access can depend on local supply, security and private-sector capacity. Veterinary medicines are regulated under the Drugs and Poisons Act 2009 through the National Medicines and Poisons Board, but current pet medicine, vaccine and fee information is not published in a reliable nationwide schedule. International travel with a pet has a general legal basis under Law No. 35/2004 on the Export and Import of Live Animals and Meat and veterinary quarantine. Health certificates, veterinary inspection, quarantine and certificates from the competent authority may be required. Veterinary Quarantines Management is identified as a relevant authority, including at Khartoum Airport. Pet-specific forms, vaccination rules, microchip requirements and processing deadlines are not consistently available in public national guidance, so the quarantine authority, carrier and destination country should confirm the requirements directly before travel. The conflict that began on 15 April 2023 has damaged veterinary infrastructure and reduced access to staff, medicines and vaccines in many areas. Mobile veterinary teams documented in 2026 serve livestock in conflict-affected regions and should not be assumed to provide pet services. Veterinary access, transport, prices and waiting times can therefore change with the locality and security situation. The same uncertainty applies to vaccination, euthanasia, quarantine, permits and animal transport. When an owner can no longer keep an animal, abandoning it without arranging care creates welfare and legal risks. In the absence of a documented national shelter network, possible alternatives include a private caregiver, a local veterinary practice or an informal rescue or adoption contact. These alternatives do not have the same legal or practical status as a public intake service, and their capacity should be confirmed before an animal is transferred.
