Surroundings in Suriname

Everyday surroundings in Suriname are shaped by public parks and squares, road verges, open drains, waste collection, electricity, drinking water, sanitation, flood protection and local environmental conditions. Openbaar Groen en Afvalbeheer, often associated with OGA and OWRO, handles public greenery, parks, verges, drainage maintenance and waste services in relevant areas. The Burgermeldpunt, VOV and Milieu Politie provide reporting channels for selected public-space and environmental problems. There is no single national fee for these services established in the available evidence; financing generally comes from public budgets or specific projects. Electricity and water services are established but fragmented. EBS serves the coast and urban areas, while DEV supplies electricity in the Interior. SWM provides drinking-water production and distribution, mainly in the coastal system, while DWV handles Interior water services. A new electricity connection requires a recognized installer; temporary connections usually take 2 to 3 days, and an application should be made at least 2 weeks before the intended date. EBS customer registration must follow the current instruction, including the customer number within 3 working days where required. Connection and consumption costs depend on the service and tariff. SWM also provides connection, fault, laboratory and Durotank services; unpaid bills can lead to additional charges or disconnection. Drinking-water access is stronger on the coast than in the Interior. In 2023, 82% of households had piped water inside the home, and 93% had improved sanitation in 2022. The MICS 2018 figures recorded improved drinking-water access at 99.2% in urban areas, 97.5% on the coast and 91% in the Interior, while improved sanitation in the Interior reached 61.4%. SWM monitors physical, chemical and microbiological quality against WHO and other international standards. Flooding, limited financing, staff shortages and difficult maintenance can still reduce reliable access in Interior communities. Suriname has no proven nationwide sewer system equivalent for all communities; onsite sanitation and local systems remain common, and emptying, treatment and maintenance are continuing gaps. Water pollution from gold mining and agriculture can create mercury and other contamination risks. Flooding is a major surroundings issue in the low-lying coastal plain and Greater Paramaribo. Heavy rain, high water, tides and insufficient drainage capacity or maintenance can cause waterlogging. The Saramacca Canal System Rehabilitation Project addresses drainage, water control and irrigation. During acute waterlogging or other emergencies, residents can contact NCCR at 144 or the police at 115. NCCR coordinates fire, police, military, medical services and NGOs, while the Districtscommissaris leads local coordination. Access to protection and emergency services is more difficult in parts of the Interior. Waste services remain fragmented. Public collection is concentrated in Paramaribo, Wanica, Para, Saramacca, Commewijne, Nickerie and Marowijne. Published collection times are generally 08:00 to 17:00, while Ornamibo operates from 07:00 to 19:00. The open Ornamibo dump creates risks for soil, water, air and health. Rehabilitation, a sanitary landfill, waste separation, recycling and a staged milieuheffing have been proposed, but stable nationwide sorting and charging practices are not established in the available evidence. Dumping waste on or along public roads is prohibited. Noise control is mainly local. The Hinderwet provides a basis for regulating installations that cause danger, damage or nuisance, and the Districtscommissaris handles permits or local supervision in relevant cases. The available sources do not establish one national residential decibel limit. KPS announced stricter action against woonwijk-lawaai, including possible seizure of sound or music equipment. Environmental complaints about noise, air or pollution can also involve NMA, which uses an environmental complaint system and WhatsApp number 8764835; a useful report identifies the location, photographs, time and frequency of the problem. Air monitoring is mainly project-based rather than a continuous national ambient-air system. Measurements may cover TSP, PM10, PM2.5, NO2 and SO2. NMA handles environmental permits, environmental impact assessment and enforcement. Preliminary 2025 mercury-vapour measurements at gold-buying businesses in Paramaribo and nearby areas had not yet received a final health assessment. Ornamibo waste can add local air pollution. The precautionary principle, a duty of care and the polluter-pays principle guide environmental responsibilities, but practical enforcement differs by case. Public green space includes groenvoorzieningen, parks, squares and the Palmentuin in historic Oud-Paramaribo. These spaces support shade, cooling, recreation and rainwater infiltration, but Suriname has no evidenced national minimum standard for equal green-space provision. Safety concerns combine flooding, heavy rain, wind events, coastal and riverbank erosion, waste, unsafe water and mercury exposure. NCCR coordinates disaster preparedness, training, assessment and response, while first response involves the fire service, police, military and medical services. People can participate in environmental assessment and spatial planning. NMA project documents are available for public inspection, and screening, scoping, public meetings and comments form part of the environmental assessment process. Under S.B. 2025 no. 23, comment periods can last 30 to 90 days, and free, prior and informed consent applies in Indigenous and Tribal Territories where the rules require it. NMA accepts environmental complaints. The Spatial Development Vision 2025–2050 was developed with more than 100 stakeholders, including NGOs, civil society and Indigenous and Tribal representatives. Since 2025, processing environmental assessment applications is no longer free for applicants, although public access to information and comments remains a central part of the process. Spatial change is especially significant around Paramaribo and Wanica, where urbanisation, drainage pressure and coastal exposure interact. The Spatial Development Vision 2025–2050, the draft Spatial Planning Act and the National Adaptation Plan 2023–2030 address zoning, climate-adapted planning, coastal protection, mangroves, resilient infrastructure and integrated water and land management. Gold mining, mercury pressure, erosion and mangrove loss add risks in particular areas. National averages do not describe every district: service quality, monitoring, maintenance and enforcement vary substantially between the coast and the Interior.
