Unemployment in Suriname

Unemployment can begin after dismissal, the end of a contract or unsuccessful job search. Losing a job does not by itself create an automatic cash payment. Suriname's social assistance programmes are generally based on household need or a specific condition rather than previous contributions to an unemployment insurance scheme. The Dienst der Arbeidsbemiddeling, including its Directe Bemiddeling service, connects labour supply and demand under the Wet Arbeidsbemiddeling. Public mediation is free. Additional costs are only relevant when a person requests extra services. The available rules set a minimum age of 16 for this service, and no general compulsory register for all unemployed people has been established in the reviewed sources. Job placement, career advice and a developing digital placement system are being strengthened through public employment service modernisation, but mediation does not guarantee a job or an income benefit. People who need financial support may need to apply separately through the Ministry of Social Affairs and Housing, SoZaVo, commonly through a SoZaVo wijkkantoor. The Ministry of Public Health, Welfare and Labour, VWA, currently covers labour and employment administration through its Directorate of Welfare and Labour; older information may still refer to the former Ministry of Labour, Employment and Youth Affairs. A dismissal letter may be requested for a government unemployment registration process, while the current documents and screening criteria should be confirmed directly with SoZaVo. Relevant programmes include Financiële Bijstand Zwakke Huishoudens, also referred to as FBZWHH or FBHH, for socially vulnerable or low-income households; Koopkrachtversterking, known as KKV, for households whose net income is at or below SRD 6,000 under the stated programme criteria; and Financiële Bijstand Mensen met een Beperking, FBMMEB, for people with a permanent disability or chronic illness. The Financial Year Plan 2026 lists FBHH support at SRD 1,750 per month, but amounts and thresholds are programme-specific and can change. Moni Karta is used for payments connected with AKB, AOV, FBMMEB, FBZWHH and KKV. The Beneficiary Information System, BIS, and a social registration number are being developed. Access and payment are not uniform across Suriname. Paramaribo and coastal areas may have different practical arrangements from Brokopondo, Sipaliwini and other interior areas. SoZaVo has provided separate information for applications in the interior, and some payments there may still be handled in cash. Processing and payment times are not uniform; official reports have recorded payment backlogs between 2022 and 2025. There is no general application fee for social assistance established in the available information, but travel, document and follow-up costs can arise. When employment ends, severance pay may provide a separate income transition. Under the Civil Code 1859 rules cited by ISSA, the stated amounts are four weeks' wages for up to four years of service, one week per year of service for five to nine years, four months' wages for ten to fifteen years and six months' wages after more than fifteen years. The calculation and current employment-law requirements should be checked for the individual contract and circumstances because severance is not an unemployment insurance benefit. SAO, SPWE and SHTTC may provide links to activation or re-entry services. Their training role belongs to continuing education, while their relevance here is the possible transition back into work. ABS measures unemployment through labour-force statistics, with household surveys conducted continuously and reported quarterly; the published unemployment rate of 7.8% for 2023 is a statistical measure and does not establish an individual's eligibility for assistance. A previous COVID-19-related support project for unemployed people was temporary and is not a general statutory benefit.
