Housing in Syria

Housing conditions differ sharply across Syria's 14 governorates. A Q1 2026 UNHCR survey of 7,120 households found that refugee returnees lived mainly in owned homes, hosted arrangements or rented homes, while IDP returnees and host communities used similar combinations. More than 5.5 million internally displaced people remained displaced, more than one million lived in displacement sites, and about 4.7 million people needed shelter repair or rehabilitation. Ownership does not prove that a home is habitable: structural damage, roofs and foundations, doors and locks, electricity and water, sanitation and hygiene can all prevent safe occupancy. The main housing routes are private ownership, private rental and hosting by relatives, friends or neighbours. Collective shelters, camps and informal sites provide additional options where ordinary housing is unavailable. Public and cooperative housing exists through the Ministry of Public Works and Housing, the General Housing Establishment and housing cooperatives, but access is tied to particular projects, eligibility rules or allocations; no universal public-housing entitlement or single nationwide housing office has been evidenced. Housing, land and property, often shortened to HLP, covers the documents and disputes connected with homes, land and occupancy. Ownership checks can involve the General Directorate of Cadastral Affairs or a local cadastral office and records such as the السجل العقاري, قيد عقاري, بيان ملكية and a cadastral map or statement. Cadastral services resumed on 3 August 2025 after suspension following 8 December 2024, but capacity remains uneven. Digitised services reported in Damascus and Daraa do not establish a nationwide processing time. Inheritance, occupation, damaged records, disputed ownership and missing documents can require court procedures, authorised representation or legal counselling. Newer residential leases are generally governed by Law No. 6/2001, which relies on contractual agreement and includes registration and fee rules. A registered lease can serve as an enforceable instrument. Pre-February 2001 legacy contracts may remain subject to an obligatory-extension regime linked to Legislative Decree 111/1952, so the contract date, registration status and owner's title need careful checking. Rents vary considerably by locality and status, and no reliable nationwide official rent index provides a uniform benchmark. A household should therefore assess the full payment obligation, lease term, registration and eviction risk rather than rely on a general dollar or Syrian-pound estimate. Return or relocation can involve housing access, basic infrastructure, resources and security at the same time. Among surveyed returnees, 39% of refugee returnees and 35% of IDP returnees named housing access or basic infrastructure among the leading barriers; documentation loss, occupation, inheritance and disputed ownership can create additional tenure insecurity. Law No. 10/2018, amended by Law No. 42/2018, applies only to designated urban development zones and can involve a claim or representation deadline of one year. A local decree or notice should be verified before relying on title or compensation rights. Available shelter responses include damage-house repair, shelter materials or installation, cash for shelter after technical assessment and limited-duration cash for rent as a last-resort, vulnerability-based measure. UNHCR services are free. Humanitarian shelter programmes commonly prioritise female-headed households, people with disabilities, newly displaced households, returnees, hard-to-reach households and households living in inadequate shelter; assistance is needs-based rather than automatic. Rent, repairs, registration, transport and document costs depend on location and circumstances. A reported USD 50 per civil event or document in the Q1 2026 consular context is not a general housing fee.
