Politics in Syria

Politics in Syria is currently shaped by transitional state institutions and a temporary system of political representation. The Constitutional Declaration adopted on 13 March 2025 provides the framework for a transition of up to five years. During this period, state authority, local administration, public freedoms, security and the selection of the People's Assembly operate within arrangements that have not yet been replaced by a permanent constitution and general elections.

State

Syria has a formally established state, but its effective capacity remains uneven across the country. The Constitutional Declaration adopted on 13 March 2025 provides the transitional constitutional framework for up to five years, ending only after a permanent constitution and subsequent elections. State authority covers national institutions, 14 governorates, public administration, finance, oversight, public freedoms and security, while local control and service delivery still vary substantially.

Elections

Syria's current electoral system uses a temporary indirect process for choosing the People's Assembly, the country's transitional legislative body. Two-thirds of its 210 seats are selected by accredited electoral colleges, while the President appoints the remaining 70 members. A direct nationwide presidential or parliamentary election has not been established for the transition; permanent constitutional arrangements and general elections are still required.
