Tanzania has a regulated higher education system covering Mainland Tanzania and Zanzibar. The Tanzania Commission for Universities (TCU) registers and accredits university institutions, approves programmes, coordinates admission standards, supports quality assurance, and handles recognition, equivalency and transfer rules. The National Council for Technical and Vocational Education and Training (NACTVET) regulates technical and vocational institutions and awards under the National Technical Awards framework. The National Examinations Council of Tanzania (NECTA) issues national examination results and secondary certificates. Approved providers include public and private universities, constituent or affiliated colleges, campuses, institutes, centres and other recognized higher education institutions. Qualifications follow the Tanzania Qualifications Framework (UQF): Certificate and Ordinary Diploma at level 6, Higher Diploma at level 7, Bachelor's Degree at level 8, postgraduate certificates, postgraduate diplomas and Master's degrees at level 9, and Doctorates at level 10. NACTVET awards at technical levels 4 to 6 use a separate framework. A programme should be checked for approval because an unapproved institution or programme may not produce a recognized award. Applicants usually enter through either the direct admission pathway with Form Six and the Advanced Certificate of Secondary Education Examination (ACSEE), or an equivalent pathway using an Ordinary Diploma, Foundation Certificate, prior degree or another accepted qualification. Programme subjects and grades matter. For the general direct admission category, the published criteria include two principal passes with a total of 4.0 points; health programmes have additional subjects and grade requirements. Applications are submitted directly through the chosen institution's online portal, and selection depends on the institution's requirements, available capacity and competition. Applicants who receive multiple offers must confirm their preferred programme and institution. Bachelor's programmes commonly last about 36 to 60 months, Master's programmes about 12 to 24 months or longer, and PhD programmes about 36 to 60 months. Institutions may offer full-time, part-time, open, distance and e-learning study, coursework with a dissertation, thesis-based study, practical training and limited credit transfer between accredited programmes. Tanzania uses cost-sharing. Tuition, registration, accommodation and other charges vary by institution and programme, and there is no single national tuition amount. The TCU quality assurance fee is TZS 20,000 per year. Tanzanian students may apply for Higher Education Students' Loans Board (HESLB) loans or grants when they meet the applicable conditions. For the 2026/27 Bachelor's guidance, listed ceilings include TZS 3,100,000 per year for tuition, TZS 10,000 per day for meals and accommodation for eligible full-time on-campus students, TZS 200,000 per year for books and stationery, and TZS 500,000 for research. The HESLB application carries a non-refundable TZS 30,000 fee and uses the Online Loan Application System (OLAMS). The published 2026/27 deadline differs between an HESLB PDF and its live homepage, so applicants should verify the current notice before submitting. The Samia Scholarship for 2026/27 supports 1,000 high-performing Form Six students in technology, engineering, mathematics and medicine through HESLB administration. The Ministry of Education, Science and Technology sets national policy, while institutions manage applications, selection, teaching, assessment, fees and graduation. Zanzibar institutions and financing arrangements may require additional checks with the relevant Zanzibar authority and institutions such as the State University of Zanzibar.
