Media in Tanzania

Kiswahili is the main mass-market media language in Tanzania, while English remains widely used, especially in national, professional and online publications. Newspapers are available through vendors, institutions and online copies. Publishers and periodicals follow registration and compliance requirements under the Media Services Act 2016, and journalists generally need accreditation under section 19. Prices and availability vary by publication, outlet and region. Radio and television operate through different licence categories. TCRA covers free-to-air national, regional and district services, subscription services, cable and channel aggregators, educational services, community radio and television, online media and online aggregators. Private radio applications generally follow an Invitation to Apply, while community radio can apply without waiting for such an invitation. Television applications are generally accepted at any time, subject to the current rules and available requirements. Zanzibar has separate broadcasting licensing and content arrangements under ZBC, so the applicable authority depends on the territory and service. Online media means a service that publishes news or current affairs online. An online aggregator bundles access to free or paid content from different sources. TCRA online-content rules also cover providers, internet service providers, application services, users, online radio and television, social media, blogs and forums. The rules and fee schedules have changed through amendments in 2022, 2025 and 2026. The 2025 changes added unethical, fabricated and AI-generated audio, video and still images to the prohibited-content schedule. The amendment published on 27 June 2026 should be checked in its current consolidated form before an application or publication decision. Official supply-side figures for the second quarter of 2025 reported 58.1 million internet subscriptions, 106.9 million telecommunications subscriptions, 2.1 million active pay-TV decoders, 94.2% 4G population coverage, 30.1% 5G coverage and 28.5 million smartphones, representing 41.8% of the relevant population measure. Subscriptions do not equal unique people, and the figures can change each quarter. A household may still lack practical access because of weak signal, electricity interruptions, device costs, data prices, limited digital skills or geographic distance. There is no single national service that guarantees free access to every media type. The Constitution protects opinion and expression, the ability to seek, receive and disseminate information, communication freedom and the right to be informed. Privacy is also protected. The Access to Information Act 2016 provides request and proactive-disclosure mechanisms in Mainland Tanzania, subject to exemptions such as national security, investigations and personal information. Broadcasting and online publication remain subject to licensing, public-order and national-security rules, defamation law, privacy requirements, criminal law and restrictions on prohibited content. The Personal Data Protection Act 2022 applies across Mainland Tanzania and Zanzibar except for Zanzibar non-Union matters. The PDPC registers data controllers and processors, monitors compliance, investigates complaints and breaches, and issues guidance. Media and public-interest processing requires a lawful basis and a balance between public value and privacy. Identifiable information about children and victims creates higher risk, so consent where required, data minimisation, security, correction rights and complaint channels need attention. The Copyright and Neighbouring Rights Act 1999 protects authors, performers, producers and broadcasting organisations. Republishing, rebroadcasting, streaming, screenshots, music or video reuse usually requires permission, a licence or a specific legal exception. A platform's terms of service do not replace Tanzanian copyright rules. Journalists may work through a media organisation or as freelancers, obtain accreditation where legally required and follow the Media Council of Tanzania Code of Ethics 2020. MCT provides complaints and mediation for newspaper, radio, television and online content. A complaint is generally expected within six months, with a target resolution period of three months; possible outcomes include correction, apology, right of reply and costs. Court proceedings can remain available. Publication can also create risks of removal, licence sanctions, legal action, harassment, source exposure and self-censorship. Young people encounter media through radio, television, mobile services, social networks and video platforms. TCRA child-online-protection resources address harmful or prohibited content, filtering and parental controls. Parents or guardians, schools, providers and platforms share practical responsibility for reducing risks such as sexual exploitation, cyberbullying, misinformation, privacy misuse and scams. Digital and media literacy help users check sources, protect accounts and recognise manipulated content. People participate through licensed media ownership or employment, journalism, public-information requests, community radio and television, call-in programmes, audience feedback, comments, social campaigns, user-generated reporting and live streams. Data costs, device access, literacy, language, moderation and legal risk can limit participation. Complaints about a telecom or electronic service normally begin with the provider; the relevant guideline allows up to 30 days for resolution before escalation to TCRA. Broadcasting and content complaints follow TCRA, MCT or ZBC procedures according to the service and jurisdiction.
