How do school stages differ between Tanzania Mainland and Zanzibar?

The Mainland is transitioning to one year of pre-primary, six years of primary, four years of lower secondary and two years of upper secondary education. Zanzibar has three years of pre-primary, seven years of primary, three years of lower secondary, two years of ordinary secondary and two years of upper secondary education.

How does school admission work for Standard I and Form I in Tanzania?

On the Mainland, families generally seek Standard I places through the local school or council, while TAMISEMI manages Form I placement. Local councils and schools determine many access details, and Zanzibar follows procedures set by its own education authorities and schools.

Which school costs remain after fee-free government education in Tanzania?

Families may still pay for uniforms, learning materials, transport, meals, boarding and some local school expenses. On the Mainland, the stated fee-free policy covers public pre-primary, primary and lower secondary education, not upper secondary education; Zanzibar's additional costs also vary by school and locality.

What support can an inclusive school provide for learners with disabilities in Tanzania?

Support can include early assessment, an individual education support plan, Braille, sign language, assistive technology, special classes or placement in a special school. Resource and Assessment Centres and local schools help coordinate support, with arrangements depending on the learner's needs and local provision.

School in Tanzania

Tanzania has separate school systems on the Mainland and in Zanzibar. Both include pre-primary, primary and secondary education, but their stages, curricula, examinations and responsible authorities differ. Government schools provide fee-free education for defined stages, while families may still pay for uniforms, materials, transport, meals or boarding.

On Tanzania Mainland, the planned structure follows one year of pre-primary education from about age five, six years of primary education beginning with Standard I at about age six, four years of lower secondary education in Form I–IV, and two years of upper secondary education in Form V–VI. The system is moving from the former 1-7-4-2 structure to 1-6-4-2. During this transition, the legacy Standard VII Primary School Leaving Examination, or PSLE, remains operational. Mainland policy treats pre-primary, primary and lower secondary education as ten years of compulsory schooling. Zanzibar has its own education administration and a different structure: three years of pre-primary education, seven years of primary education, three years of lower secondary education, two years of ordinary secondary education and two years of upper secondary education. Primary and lower secondary education are compulsory in Zanzibar. The Ministry of Education and Vocational Training, known as MoEVT, and the Zanzibar Institute of Education, or ZIE, manage the local policy and curriculum system. Schools may be government, non-government or community institutions. They may operate as day or boarding schools and may be co-educational or intended for girls or boys. Secondary schools can include general, science, technical or vocational streams. Inclusive and special education may be provided through ordinary schools, special units, special classes or separate schools. Private and international schools need local registration or recognition, and their admission rules are set by the institution within the applicable requirements. On the Mainland, families usually seek pre-primary and Standard I places through the local school or council. TAMISEMI, the President's Office–Regional Administration and Local Government, manages Form I placement. Placement lists can distinguish day schools, national boarding schools, girls' or boys' schools and technical streams. Tanzania does not have one uniform nationwide catchment rule established for every school; council and school procedures determine many local access questions. In Zanzibar, families follow procedures of the Ministry, regional or district bodies and the selected school. The Mainland curriculum is set through the Ministry of Education, Science and Technology and the Tanzania Institute of Education, or TIE. Revised curricula introduced in 2023 and 2024 use a competency-based approach. Kiswahili is normally the teaching language in pre-primary and primary education, while English becomes the teaching language from lower secondary education. Approved English-medium primary schools are an exception. Kiswahili also remains a subject and carries cultural content. Zanzibar uses its own curricula and syllabi, with Kiswahili and English alongside local subjects, religion, arts and sports. Assessment combines classroom-based continuous assessment with final examinations. On the Mainland, the Standard Four National Assessment, or SFNA, provides formative information in primary school. The PSLE supports primary completion and selection. The Form Two National Assessment, or FTNA, is formative for lower secondary education. The Certificate of Secondary Education Examination, or CSEE, is taken at the end of Form IV, and the Advanced Certificate of Secondary Education Examination, or ACSEE, follows Form VI. Zanzibar also conducts national examinations for Standard VII and Form II through the Zanzibar Examination Council, or ZEC, while NECTA examinations at ordinary and advanced secondary levels may also be part of the pathway. Government pre-primary, primary and lower secondary education on the Mainland is fee-free under the stated policy. Uniforms, books and other materials, transport, meals, boarding and some local school costs can still create expenses. The cited Mainland fee-free rule does not include upper secondary education. State education in Zanzibar is described as fee-free, but additional costs still depend on the school and locality. School meals, nutrition, transport, boarding, girls' safety and menstrual support follow national or local guidelines and may not be available in the same form at every school. Inclusive education is part of the national school approach. Early identification and assessment can lead to education support, an individual support plan and assistance through Resource and Assessment Centres, known as ESRAC, at local-government level. Support may include Braille, sign language, assistive technology, special classes or a special school. The Mainland Ministry's Special Education Unit, councils, schools and school leaders share responsibilities for implementation. The Commissioner of Education and MoEST set policy, standards and quality requirements; TIE develops curricula and learning materials; NECTA administers Mainland national examinations; and councils, school heads and boards manage much of daily school administration. Zanzibar's Revolutionary Government, MoEVT, ZIE, ZEC and regional, district and school bodies perform corresponding functions within its separate system.
