The Union government handles subjects listed as Union Matters, including the Constitution, foreign affairs, defence and security, police, emergency powers, citizenship, immigration, external borrowing and trade, customs and income tax, currency and banking, ports, telecommunications, higher education, oil and gas, civil aviation, statistics and the Court of Appeal. Zanzibar manages non-Union matters through the Revolutionary Government of Zanzibar, the President of Zanzibar, the Revolutionary Council and the House of Representatives. The two constitutional systems therefore cannot be treated as one uniform administrative structure. The President of the United Republic is head of state, head of government and Commander-in-Chief. The Vice President supports the Union executive, while the Prime Minister coordinates government work. The Cabinet and ministries implement national policy. Bunge consists of the President and the National Assembly. It passes laws, approves the annual budget and development plans, examines government work and reviews treaties through committees such as the Public Accounts Committee and the Local Authorities Accounts Committee. Zanzibar's House of Representatives legislates, approves budgets and oversees non-Union matters in Zanzibar. The Judiciary of Tanzania includes the Court of Appeal of the United Republic, the High Court of Tanzania, the High Court of Zanzibar, Resident Magistrates' Courts, District Courts, Primary Courts, Ward Tribunals and other quasi-judicial bodies. The correct court and appeal path depend on the subject, territory and forum. The Court of Appeal hears appeals from the Mainland and Zanzibar high courts in matters within its jurisdiction. On Tanzania Mainland, territorial administration runs through regions, districts, urban or rural councils, wards and villages or streets. Tanzania Mainland currently has 26 regions and 126 local government authorities. Urban councils include city, municipal and town councils. A council, also called a Halmashauri, plans local services, manages local finances and supports service delivery. The Regional Commissioner and Regional Secretariat coordinate regional government, while the Council Director leads the technical administration of a council. Zanzibar has its own regional, district, municipal, town and district councils and Shehia structures; their names and responsibilities should not be assumed to match Mainland arrangements. The responsible office for a public service depends on the subject, whether it is a Union Matter, whether the matter concerns Tanzania Mainland or Zanzibar, the applicant's residence and status, and the sector involved. The correct pathway may lead to a ministry or agency, Regional Secretariat, local council, Zanzibar authority or government e-service portal. Fees, licences, taxes and deadlines come from the applicable law, fee schedule and authority. Tanzania has no single state-wide fee tariff or uniform service deadline for every procedure. The financial year runs from 1 July to 30 June. For the 2026/27 budget, planned expenditure is about TZS 62.334 trillion, expected domestic revenue is about TZS 46.79 trillion, expected tax revenue is about TZS 36.99 trillion and the projected deficit is about TZS 7.71 trillion. Local government revenue is about TZS 1.977 trillion. The Ministry of Finance manages national public finance through the Consolidated Fund and parliamentary appropriations. The Tanzania Revenue Authority administers taxes and customs, while local authorities collect their own revenue and receive transfers. Public procurement is governed by the Public Procurement Act 2023. The Public Procurement Regulatory Authority, known as PPRA, oversees legality, competition, transparency and value for money, and NeST supports the electronic procurement process. The Controller and Auditor General, through the National Audit Office of Tanzania, audits ministries, departments, agencies, public authorities, local authorities, the Judiciary, the National Assembly and donor-funded projects. Audit reports go to Bunge. PCCB, also called TAKUKURU, addresses corruption prevention and enforcement. The Ethics Secretariat handles declarations of assets, interests and debts and related ethics complaints. CHRAGG deals with human rights, good governance and maladministration, while Zanzibar has a separate Public Leaders' Ethics Commission. Public information and communications operate through the Government Portal, Parliament, Ikulu, ministries and agency portals. The Tanzania Communications Regulatory Authority, or TCRA, regulates electronic and postal communications and broadcasting, including licences, tariffs, frequencies, standards and consumer complaints. Online-media licensing and content rules can change and should be checked against the current requirements of the responsible authority. Defence, national security and police are Union responsibilities. The Ministry of Defence and the Tanzania People's Defence Force protect the Constitution, sovereignty and borders and may support civilian authorities during disasters. The Ministry of Home Affairs oversees the Tanzania Police Force, prisons, fire and rescue, immigration, refugees, identity functions through NIDA and registered societies. The Police Force maintains public order and investigates crime. Immigration handles entry, exit, residence, nationality and border functions. The emergency numbers are 112 for police, 113 for PCCB and 114 for fire and rescue. Constitutional rights include equality, access to legal proceedings, the right to petition or complain and access to public information under applicable law. Duties include obeying the law, paying lawful taxes and charges, registering identity or status where required and cooperating with lawful administrative procedures. These rights do not create a general guarantee of an immediate decision or service. A person should identify the responsible authority, the applicable territorial system and the required documents before submitting a request.
