Surroundings in Tanzania

Local surroundings are shaped by access to electricity, drinking water, sanitation, waste collection, roads and drainage, as well as by noise, air pollution, open space, flood exposure, fire risk and development projects. On Mainland Tanzania, local government authorities, called Halmashauri or LGAs, handle many local services. Water and sanitation providers, electricity companies, environmental authorities, planning authorities and community structures have separate responsibilities. Zanzibar has its own environmental, water, energy and local-government arrangements, so Mainland procedures and institutions cannot be transferred there without checking the applicable local rules. Electricity connections are handled by TANESCO, and a new connection can be applied for and tracked online. TANESCO customer support uses 180. The Rural Energy Agency supports rural electrification and modern-energy access on the Mainland. Connection costs, tariffs, network availability and completion times depend on the provider, location and project. Tanzania has no single nationwide household fee for the quality of the surrounding area. Urban and township water services are generally provided by Water Supply and Sanitation Authorities, known as WSSAs. Rural schemes may use Community Based Water Supply Organizations or other community arrangements. On the Mainland, EWURA regulates licensed WSSAs, tariffs, service quality and complaints. A water or sanitation problem normally starts with the provider; an unresolved complaint may then go to EWURA where the service falls under its mandate. Air quality is affected by charcoal, firewood and other biomass fuels, traffic, industry and waste burning. In 2022, charcoal or firewood was the main cooking fuel for 81.6% of households, while 16.1% used clean cooking fuels. Environmental quality and emissions are regulated through the Environmental Management Act and related institutions, including the National Environment Management Council, known as NEMC. Tanzania does not have a reliably documented nationwide real-time air-quality network or a uniform residential complaint routine, so the appropriate contact depends on the source and locality. Noise standards, measurement and reduction on the Mainland fall under the Environmental Management Act, Cap. 191 R.E. 2023. NEMC, environmental authorities and the relevant LGA may be involved, depending on the source. Zanzibar must be checked separately, and local bylaws or procedures may affect the complaint channel. No nationwide complaint deadline has been established for every type of noise problem. Urban planning can protect parks, public open space and other everyday amenities. The Urban Planning Act and its 2025 revision framework support orderly and sustainable land use and public participation, while government reporting has identified encroachment on green parks in cities. Access to green and blue space therefore varies greatly by settlement. Urban expansion, infrastructure projects, land-use plans, informal-settlement regularisation and loss of open space can change the surroundings. Planning-authority consent or control may apply. Listed projects generally require environmental impact assessment before commencement or financing. NEMC screens, scopes and reviews the assessment and may issue the certificate. The developer bears the assessment cost; application fees and review timing depend on the project and source-specific requirements. A private household cannot replace this process with an informal shortcut. A practical complaint process usually begins with the responsible service provider or LGA. Water complaints may proceed from the WSSA to EWURA on the Mainland; electricity issues can be raised with TANESCO; pollution, noise and environmental-impact matters may involve NEMC, the Department of Environment or the LGA; and e-Mrejesho offers a cross-government complaint and follow-up channel. Village or Mtaa meetings, ward channels, community water groups and NGOs can provide informal support, but an Act or regulation has stronger legal force than a council bylaw, plan, guideline or informal report.
