Apprenticeship in Timor-Leste

Timor-Leste has a fragmented apprenticeship and vocational training system. Formal programmes commonly use competency-based training, which measures demonstrated practical and theoretical skills against defined occupational standards. A learner may attend an accredited TVET centre, receive workplace or on-the-job training, complete an internship or traineeship, and then undergo competency assessment for a certificate. Government Professional Apprenticeships are documented historically, but their current national scale is not established. The National Institute for Workforce Development and Employment (SEFOPE) coordinates policy, employment and workforce matters. The Instituto Nacional de Desenvolvimento dos Mãos de Obra (INDMO) develops competency standards, accredits providers and programmes, controls quality, and conducts or oversees assessment and certification. The Ministry of Education has a documented role for technical-vocational qualifications at level 5 and above, while INDMO covers levels I to IV. FEFOP can support employment and training through state, donor or project funding, and the Labour Inspectorate checks compliance with labour law. Recognized providers must have INDMO accreditation. Examples of training venues include CNEFP Tibar, SENAI- or CENAI-linked centres, public and private training centres, NGO and community providers, and workplaces. An operating licence may last no more than two years. The National Qualifications Framework of Timor-Leste, known as SNQ-TL, has ten qualification levels. A qualification becomes a National Qualification only when the relevant level is approved under SNQ-TL and registered. There is no evidenced national entry test, age rule or prior-school requirement that applies to every programme. Individual intakes may require a particular age, literacy level, education history, prior skill, residence, sector background or available place. Programmes serve school leavers, first-job seekers, unemployed or underemployed workers, current employees and adults seeking a first vocational qualification. Common fields include construction, carpentry, masonry, plumbing, electrical work, automotive mechanics, agriculture, fisheries, tourism and hospitality, ICT, sewing, bakery, industry, business administration and social services. Where an employment-based training arrangement uses a contrato de aprendizagem, the contract is an employment contract for training, professional qualification or first employment. It must be written in an official language and state the remuneration, workplace, schedule, duration and required duties. A training-related fixed-term contract may last no more than six months. Workers covered by such a contract have rights to safe working conditions, occupational-risk protection and the remuneration and benefits required by the contract and labour law. Enrolment in a course without an employment contract does not automatically provide the same worker rights. The Labour Code sets 15 as the minimum work age. Children aged 13 to 15 may perform only light work, and younger participation is limited to light work in legally recognized training. Minors must not perform dangerous work and are subject to education, protection and medical-examination duties. No nationally fixed fee, stipend, transport allowance, materials allowance or common training calendar is evidenced. Fees, financial support, cohort dates, programme places and duration depend on the provider and financing arrangement. Training may last from a short course to a multi-month or multi-stage programme. Informal workplace or household learning can later be examined through competency assessment or Recognition of Prior Learning (RPL), but assessment does not automatically create an equivalent National Qualification. A certificate can improve evidence of skills for occupational entry, but it does not guarantee a job, and regulated occupations may require additional rules.
