Arrival in Timor-Leste

Check your passport, nationality-specific visa rules and travel documents before departure. The passport should generally remain valid for at least six months after entry and have at least one unused visa page. Immigration information refers to proof of onward or return travel, accommodation, a credible travel purpose and sufficient funds; it also mentions US$100 for entry plus US$50 for each day, while Customs refers more generally to sufficient funds. Confirm the current requirement with the Serviço de Migração or the Ministry of Foreign Affairs before travelling. Eligible nationalities can generally obtain a tourist or business visa on arrival at Presidente Nicolau Lobato International Airport (DIL) or Dili Seaport. The usual validity is 30 days and the fee is generally US$30 in cash. Do not rely on an ATM or currency exchange service at the entry point. Eligibility and exact passport conditions depend on nationality and international agreements. For the land border with Indonesia, Batugade is the relevant crossing and a Visa Application Authorization obtained before arrival is the safer arrangement. Current materials are not fully aligned about exceptions for Indonesian, Portuguese and US citizens, so confirm the land-entry rule in writing with the Serviço de Migração. Wini is relevant for travel to Oecusse and may follow a separate visa arrangement. Every arriving traveler must submit an Arrival Declaration for Customs. The tourism portal allows an electronic declaration up to five days before arrival; save the QR code. If the electronic form is unavailable, Customs can take a border declaration or verbal declaration. Customs may inspect baggage. Personal, non-commercial goods up to US$300 per adult aged 17 or over are generally duty-free. Goods above that value should be declared. Customs uses IT4 for consignments up to US$1,000 and IM4 with a Customs Broker above US$1,000. Cash or equivalent of US$20,000 or more requires prior authorization from BCTL and a declaration. Narcotics, firearms, explosives and illegal knives are prohibited. Certain medicines, vehicles, plastics and foodstuffs may require permits or approval. Failure to declare can lead to fines, arrest or prosecution. Accommodation providers keep a foreigner record with the guest's name, date of birth, document number and expiry date, nationality and check-in and check-out dates. This lodging registration is not the same as a general municipal registration system. No nationwide one-stop arrival service has been established; immigration, Customs, health, accommodation and transport arrangements are handled by different bodies. A Visa to Establish Residence is a single-entry visa that can allow up to six months of stay. Supporting evidence can include a passport, photographs, funds, accommodation, the purpose or qualification for residence and, where relevant, a medical certificate, criminal record, family connection or employment evidence. A work permit can support residence for up to one year. Tourist entry does not automatically give permission to work or to reside. A Temporary Residence Permit is requested while the applicant is in Timor-Leste and normally requires a valid passport, accommodation, funds and a residence visa or legal exception. Categories include employment, family reunification, marriage to a Timorese citizen and special grounds. The permit is generally valid for two years and renewable; the Residence Card is the document that proves resident status. Renewal should be filed at least 30 days before expiry. Published statutory fees include US$40 for temporary residence, US$25 for residence-card renewal, US$100 for permanent residence and US$25 for permanent-residence card renewal. Permanent residence generally requires at least ten consecutive years of legal residence or at least six years with a Temporary Residence Permit, together with further conditions such as accommodation, funds, no relevant conviction and a positive economic or social contribution. Fees may be revised annually. Short stays can be extended through the Immigration Service in Vila Verde, Dili, before the current permission expires and for a justified reason. Immigration information lists US$35 for an extension up to 30 days and US$75 for 30 to 60 days, with a maximum tourist stay of 90 days. Overstay penalties under Law 11/2017 are listed at US$150–230 for up to 30 days, US$230–350 for more than 30 to 90 days and US$350–580 for more than 90 days. The US dollar is the legal tender, and Timor-Leste centavos also circulate. Carry small US dollar notes because card acceptance is limited and ATMs can fail or charge fees. Dili has the widest access to services. Municipalities and remote areas have fewer providers and longer travel times. Atauro and Oecusse have regular sea connections, but schedules depend on weather and transport availability; the wet season from November to April can bring flooding, landslides and road or service disruptions. Dili microlets use fixed lines. Daytime taxis are common, with city fares often around US$3–6 and airport fares from about US$15; yellow taxi prices should be agreed in advance, while blue taxis use meters. Arrange remote transfers with the accommodation provider when possible, and take extra care with night travel, isolated areas and travelling alone in taxis. Medical and dental care is limited, especially outside Dili. Dili National Hospital and HGVN handle many emergencies but have limited capacity, and serious cases may require evacuation to Darwin, Australia or Singapore. Travel insurance should include medical evacuation. Keep routine vaccinations current; Hepatitis A and B and typhoid are recommended by CDC, Japanese encephalitis may be relevant for long-term or rural stays, and rabies is a risk while vaccine availability can be limited. Use mosquito protection against dengue, carry sufficient medicines and check whether restricted medicines require a medical letter or permit. Yellow-fever vaccination is neither generally recommended nor an entry requirement according to CDC. Use boiled or bottled water and avoid raw food where hygiene is uncertain. Emergency numbers are 110 for ambulance, 112 for police and 115 for fire, although reliability can be limited. Conservative clothing and behaviour, caution at night and avoidance of protests or large gatherings reduce practical safety risks.
