Banks in Tonga

The NRBT licenses and supervises financial service providers under the Banking Act 2020, the NRBT Act and prudential standards covering areas such as operational risk and cybersecurity. ANZ and BSP offer broad retail and business services. MBf Bank provides current and savings accounts, fixed deposits and remittances. TDB provides savings, current and term deposits, Visa Debit, Internet Banking and remittance services. Unlicensed financial providers are not lawful alternatives to licensed banks. A bank account is generally opened at a branch. The bank checks identity, address, income and other information under its customer due diligence and anti-money-laundering procedures. Requirements differ by bank and account type. Examples include a current passport, driver's licence or employment ID, proof of address, proof of income, one identity document with a photograph and signature, or a completed TDB AML Customer Due Diligence Form with valid identification. Banks may offer personal, joint, trust and business accounts, but opening an account is not an automatic entitlement. Foreign nationals and non-residents remain subject to the bank's criteria. Common products include everyday transaction accounts, cheque or current accounts, savings and passbook accounts, minor, children's or student accounts, fixed or term deposits, foreign-currency accounts and business accounts. Banks use measures such as encryption, firewalls, time-outs, chip security, 3D Secure and fraud monitoring, but these do not remove phishing, fake payment requests, SIM or device compromise and unauthorised-transfer risks. ANZ states that it does not request a customer's PIN, password or security code. Complaints normally go first to the bank and may then be raised with the NRBT. The NRBT also acts as Tonga's transaction-reporting authority and financial intelligence unit for anti-money-laundering and counter-terrorist-financing controls.
