School in Tonga

Tonga's school system includes Early Childhood Education (ECE), primary school, secondary school and upper secondary education. ECE provides formal school preparation, usually for about one year, with access commonly beginning at ages 4 to 5 and possible entry from age 3 under the applicable regulations. Primary school covers Class 1 to Class 8. Secondary school generally covers Class 9 and Class 10, also described as Forms 3 and 4. Upper secondary education covers Class 11 to Class 13, or Forms 5 to 7. Official age descriptions are not fully consistent, so classes and forms provide the clearer reference. Government schools and non-government schools operate in Tonga. Non-government provision includes church-based and community-based schools, while registered and recognised schools operate under the applicable education framework. The law provides for special-school provision, but special-needs education is primarily intended to be inclusive within existing ECE, primary and secondary schools. Tonga has no evidenced direct equivalent of the German Gymnasium, Realschule or Hauptschule. Parents generally enroll a child during the term before the child reaches age 4 for ECE, while Class 1 usually begins at about age 6. A birth certificate or sworn affidavit may be required. Tonga has no evidenced nationwide central admission or catchment procedure. A legal walking-distance exception can affect access, and school availability differs across Tongatapu, Vava'u, Ha'apai, 'Eua, Niuatoputapu and Niuafo'ou. When a child changes school, the new school should receive the complete student profile and medical and dental records. Compulsory attendance applies to every child in Tonga regardless of nationality from age 4 until the child is nearly 19. Parents are responsible for regular attendance. Exceptions can apply when no school is within walking distance, the Minister approves alternative education, the child has completed 12 years of education, or illness or another unavoidable cause prevents attendance. The Chief Executive Officer can also grant exemptions for illness, injury or infection, and specific arrangements may apply when a child of employable age enters an apprenticeship or employment. Suspension and re-enrollment are handled through the responsible education authorities. School Attendance Officers support attendance enforcement, with escalation through the school, the Chief Executive Officer and, where required, the police. The Ministry of Education and Training (MET) sets the national framework. Government curricula are developed through the Curriculum Development Unit and the Curriculum and Assessment Division (CAS), subject to ministerial approval. A non-government school uses the curriculum of its Managing Authority with prior agreement from the Minister. Tongan and English are used in schooling. The Class 1 to Class 8 core subjects are English, Mathematics, Science and Tongan Language. The revised framework uses competency-based Intended Learning Outcomes. ECE uses the Heilala Domains. The formal school year has 40 weeks in four terms, with about 32 to 33 teaching weeks and approximately 825 teaching hours. Schools use formative and summative assessment. Class 8 pupils sit the Secondary School Entrance Examination (SEE). Classes 9 and 10 do not have national examinations. Upper secondary students take national examinations at the end of each year, including the Tonga Form Six Certificate (TFSC), the Pacific Senior Secondary Certificate (PSSC) or Tonga National Form Seven Certificate (TNFSC). A regional South Pacific Form Seven Certificate may also be available at the end of Year 11 or Year 13. Primary district common assessments are held twice each term, and CAS sets examination standards and procedures. The Minister may designate overseas examining authorities. Government-school fees may legally be introduced with approval from the Minister and Cabinet, and the Minister prescribes any fees. The current MET Curriculum Framework describes the first eight school years for children aged 6 to 14 as compulsory and free, but no verified nationwide fee schedule establishes the current amount. ECE and non-government school fees are not established by the available national evidence and can therefore differ by provider. The Education Act provides a right to quality education and requires guidance in Tongan and English. Children under 19 have inclusion rights regardless of gender, religion, socioeconomic status, physical condition or location. Support can include special-needs materials, teacher training, aides and an education database. Schools must not use corporal punishment. School health and dental inspections require parental consent. Government primary and middle schools may provide two breakfasts per week under the MET primary breakfast programme, while Health Promoting Schools initiatives address food quality, canteen standards and safety. Government schools may also offer Soroban from Class 3 to Class 6, radio lessons and information-technology support. The Minister and MET hold national responsibility. Relevant bodies include the Chief Executive Officer, CAS, the Examinations and Assessment Division, the Quality Assurance Division, the Primary Schools Division with district and island units, the Secondary Schools Division, and ECAIED for ECE and inclusive education. The Minister controls government schools; a registered Managing Authority controls a non-government school. TNQAB regulates post-compulsory qualifications outside compulsory ECE, primary and secondary education, so school certificates should not be treated as TNQAB-registered TQF qualifications. The main immediate transition after Class 8 is secondary education through the SEE, while higher education and TVET belong to later pathways.
