Labor market in Turkmenistan

The 2022 census recorded 7,057,841 people in Turkmenistan. Rural areas accounted for 52.9% of the population and urban areas for 47.1%. Mary represented 22.9% of the population, Dashoguz 22%, Lebap 20.5%, Ashgabat 14.6%, Ahal 12.5% and Balkan 7.5%. A World Bank and ILO model estimated about 2 million employed people in 2022, while a regularly published official total is not available. Agriculture is the largest employment area, with more than 1 million workers reported but only about 49,800 recorded as formal agricultural employees. Services accounted for 39.5% of employment in 2023, including education at 8.7%, trade at 8.8%, transport, storage and communication at 5.7%, and health and social work at 3.7%. Industry excluding construction accounted for 12.3%; real estate accounted for 1.8% and accommodation and food services for 1.2%. Employment is concentrated in state-linked structures, although older 2020 data showed 25% state ownership, 50% non-state ownership and 23% mixed, public-association or cooperative ownership. State-owned enterprises generated 59.2% of turnover in 2023, which does not represent their share of employment. Labor-market administration operates through the Ministry of Labour and Social Protection of the Population, local labour-and-employment bodies in Ashgabat, velayats, etraps and subordinated cities, and Hyakimliks. The State Committee of Statistics, the Ombudsman and ILO cooperation also contribute to data, oversight or labor-policy work. The Population Employment Portal publishes vacancies in real time. Companies of all ownership types, including individual entrepreneurs, are expected to report vacancies, and employment services also use periodic job fairs. Access commonly involves an identity document, an employment record book where applicable and proof of specialty. Publicly verified fee information is not available, so local charges and waiting-list status should be confirmed with the responsible office. Official employment-service reports recorded 25,987 registered jobseekers and 18,468 placements in 2024. In 2025, the figures were 26,807 registered jobseekers and 21,004 placements. The reports included people with disabilities: 115 registered and 103 placed in 2024, and 104 registered and 99 placed in 2025. These are administrative figures rather than a complete national placement rate. Education and training shape access to available work. Vocational-technical programs commonly last 1 to 1.5 years, professional training can last up to 6 months, and secondary professional education usually lasts 2 to 4 years. Turkmenistan had 45 secondary vocational institutions in 2024. For the 2024–25 admission cycle, 16,080 places were reported for higher education and 10,303 for secondary vocational education. Programs follow state standards and classifications. Graduate allocation or job referral operates under Cabinet rules, but no general automatic job guarantee is established by the available evidence. A 2026 employer-survey method and digital platform are intended to identify qualification needs, with growing demand for digital, artificial-intelligence and skilled blue-collar abilities in construction and manufacturing. Residence registration, commonly described through the propiska system, can restrict movement between regions and reduce access to vacancies outside a person’s registered area. Regional labor markets are organized around velayats and etraps, with high rural labor supply and strong agricultural dependence. Comparable current regional wage and employment series have not been verified, so regional opportunities should be checked locally rather than inferred from national averages. Private manufacturing showed high turnover in 2023, with 46.4% exits and 51.6% hires, indicating movement in that segment without proving a general national trend. The minimum wage was 1,410 TMT from 1 January 2025. Wages increased by 10% from that date for budget-financed institutions, self-financing enterprises and public associations. Nominal wages in large and medium-sized enterprises rose by 10.6% in 2024. Reliable current median wages, sector wage series and real purchasing-power measures are not publicly verified, so these figures cannot show what a typical household can buy. The Labor Code, including amendments reported in 2025, provides for an employment contract, free choice of profession and workplace, equal pay and occupational safety, and contains a prohibition on forced labor. Normal working time may not exceed 40 hours per week. Overtime is limited to 4 hours across two consecutive days and 120 hours per year. Annual leave is generally 30 calendar days, with 45 days for pedagogical workers and people with disabilities. Legal standards and enforcement practice are not necessarily identical. Informal work remains a major feature of the labor market. A UN estimate places it above 530,000 people and reports informal-work shares of 29.5% for women and 18% for men. Informal arrangements can reduce documentation, social protection and enforceability of working conditions. Cotton production also carries documented labor risks: ILO monitoring in 2024 covered five regions, 472 fields, 1,762 pickers, 472 farmers, 379 public institutions or state-owned enterprises and 2,047 staff. Risks of systemic mobilization and forced labor remained despite a national roadmap. The 2022 census recorded 176,320 working-age employed people whose main workplace was abroad, including 166,277 in Türkiye and 6,030 in the Russian Federation. A separate national internal figure was 122,829. The Employment Law counts citizens working abroad as employed and provides for a Cabinet quota concerning foreign labor, while reliable current migration-flow and stock series are not publicly verified. The Labor Market Development Concept through 2030 was approved on 5 September 2025. Its stated aims include better employment, closer alignment with international labor standards, expanded digital services, improved labor-market reporting and stronger ILO cooperation. Implementation in 2026 is expected to run through the Population Employment Portal and regional employment services. These developments do not remove the practical effects of informality, limited data, regional mobility barriers or differences between formal rules and workplace conditions.
