Labor law regulates employment contracts, working time, pay, leave, workplace safety, employee representation, disputes and termination. Immigration law covers entry, visas, registration, residence, work, study, family migration, protection and citizenship; the State Migration Service of Turkmenistan handles most domestic immigration procedures, while the Ministry of Foreign Affairs and consulates handle many procedures abroad. Criminal law defines criminal conduct and establishes investigation, court proceedings, penalties and rights for accused and harmed persons. Only a court may impose a criminal penalty, and a person remains presumed innocent until a final conviction. Consumer protection applies when private buyers or users obtain goods, services, financial products, travel services or digital offers from commercial providers. Civil law governs private relationships such as contracts, property, family matters, inheritance, compensation for harm, court proceedings and enforcement. The current Civil Code was adopted on 28 June 2025, took effect on 1 January 2026 and replaced the 1998 Civil Code. A legal problem should therefore be classified by its subject first, because employment, migration, criminal allegations, defective purchases and private claims follow different procedures and involve different authorities or courts.
