Media in Turkmenistan

State media provide most news and public information in Turkmenistan. Print titles include Türkmenistan, Нейтральный Туркменистан, Watan, Galkynyş, Nesil, Aşgabat, Adalat, Türkmen dili and Esger. State television includes Altyn Asyr: Turkmenistan, Yashlyk, Miras, Aşgabat, Türkmen owazy and Turkmenistan sport, together with four radio programs. Their content is generally aligned with government and presidential messaging. Foreign newspapers and publications are difficult to obtain, and there is no reliable evidence of an independent domestic press operating freely. The Media Law of 2012, amended in 2013, 2016 and 2018, provides a formal basis for media freedom, information access and journalistic rights. State bodies, local authorities, parties, public associations, legal entities and citizens aged 18 or older may establish media under the applicable registration rules. State media follow Cabinet registration procedures; other editorial offices register as legal entities. A registered publication generally has up to one year to begin operating after receiving its certificate. The Ministry of Communications, TurkmenTelekom and TMCELL are among the bodies connected with communications and digital access, while the State News Agency of Turkmenistan, also known as TDH, produces official news. The Television and Radio Broadcasting Act allows state broadcasting and describes public broadcasting with participation by citizens and civil society. No independent, functioning public-service broadcaster has been reliably documented. Formal participation rights therefore do not provide the same practical choice of viewpoints as a pluralistic broadcasting system. Freedom House's 2025 assessment recorded zero points for several indicators covering political media access, independent reporting and online freedom. Belet, operated by JAN Technology, is the clearest documented private local media service. It offers films and video-on-demand, live television and sport through time-limited paid subscriptions or gift cards. Standard access covers films, while Premium also includes live sport. The accessible terms do not state a current subscription price. An account and a Turkmenistan telephone number are required, and territorial or IP restrictions can limit access. Users must generally be at least 18; minors may use the service under adult control. The service is private and non-commercial, so copying or resale is not allowed. Its administrator may change, remove or block content, accounts or access without prior notice. The Constitution formally protects the search, receipt and dissemination of information through means not prohibited by law. The Media Law protects access to information and prohibits censorship or interference with media work, but the Internet Law restricts protected information, insults against the President, defamation, violence, war and hate propaganda, pornography, incitement to crime and intellectual-property violations. The formal protection of Internet access and equal treatment therefore exists alongside broad restrictions and a large gap between legal wording and everyday practice. Journalism is formally a free profession without a professional licence. Journalists may seek, request, receive and distribute information, visit authorities and press offices, access documents except protected secrets, and record or photograph where the law permits. They may verify sources and refuse falsified or illegal assignments. Accreditation is handled by the competent state bodies under Cabinet rules, and foreign journalists receive formal equivalent rights after accreditation. In practice, independent reporting can expose journalists, sources and relatives to pressure, detention, mistreatment and politically motivated prosecution. The Child Rights Law promotes access to age-appropriate information from different sources and restricts children's access to material concerning war, cruelty, violence, racial or religious discrimination and other harmful development. Belet applies age and adult-control rules. Reports also describe school and police checks of mobile phones and questioning of parents about VPN or social-media use. No reliable national youth-media or media-literacy structure has been documented. Most global social-media and messaging services are blocked or difficult to reach. WhatsApp was briefly accessible without a VPN in February 2026 but was blocked again after five days. VPN and Tor use function as informal workarounds, yet they may also be blocked or monitored. Users, providers and families have reportedly faced questioning, device inspections, Internet shutdowns, written declarations renouncing use and criminal-risk consequences. There is no reliable official whitelist of permitted platforms. Ministry listings mention online television, IPTV, TelecomWiFi and electronic government services, but current standard Internet tariffs and coverage figures are not transparently available.
