Languages in Uganda

Uganda has a formal, non-formal and informal language-learning system rather than one nationwide adult course and certificate structure. Formal learning includes school curricula, university programmes and examinations administered through the Uganda National Examinations Board (UNEB). Non-formal learning includes cultural institutes, private providers and examination-preparation courses. Informal learning takes place through families, speech communities, media, conversation and self-study. English is Uganda's official language, while Kiswahili has the status of the second official language. Parliament is responsible for determining how Kiswahili is used, and another language may serve as a medium of instruction where the law allows it. English dominates formal education, higher education, administration and many workplaces. Kiswahili is also taught in schools and used in regional, public-service and security contexts. In lower primary education, the National Curriculum Development Centre (NCDC) generally uses a familiar language as the medium of instruction in Primary 1 to Primary 3, with English taught as a subject. Where children do not share a suitable local language, English or Kiswahili may be used as the medium and an area language may be taught as a subject. Primary 4 introduces a transition towards English, and Primary 5 to Primary 7 generally use English as the medium while retaining a local language in the curriculum. The exact implementation depends on the school and local language environment. The NCDC listed 26 recommended languages for lower-primary education in 2025. Examples include Luganda, Lusoga, Lusamia, Lunyole, Dhopadhola, Ateso, Kupsabiny, Kumam, Acholi, Langi, Ngakarimojong, Lugbarati, Madi, Kakwa, Runyankole-Rukiga, Runyoro-Rutooro, Lukhonzo, Lugwere, Lumasaaba and Kiswahili. The recommendation does not create uniform nationwide availability. Local language learning also depends on a language board or speech community, an accepted orthography, dictionaries, terminology, course books, trained teachers and suitable examinations. At secondary level, a local language can be offered as an elective. NCDC frameworks allocate two periods per week in Senior 1 and Senior 2 and three periods per week in Senior 3 and Senior 4. Schools may offer languages such as Luganda, Lusoga, Runyoro-Rutooro, Leb Acoli, Lugbarati, Dhopadhola, Ateso, Lumasaaba and Runyankore-Rukiga, but the available choice depends on the school and its teachers. Kiswahili is also a secondary subject and a UNEB examination subject. Foreign-language learning is available through schools, universities, cultural institutes and private providers. NCDC and UNEB materials cover Arabic, French, German and Latin at A-Level, while Chinese has a separate syllabus. UNEB subject arrangements also include Kiswahili, French, German, Latin, Arabic, Chinese and selected local languages. These courses develop speaking, listening, reading, writing and translation, and participation normally takes place through a school or approved examination centre rather than through an unrestricted individual UNEB examination. Kyambogo University's Department of Languages and Communication offers undergraduate and postgraduate study in English, French, Kiswahili, Luganda and Runyakitara. Makerere University uses English as its teaching language. Studying a language at university can provide an academic or further-learning pathway, but it does not automatically confer a professional licence or occupational authorisation. Kampala has the most visible concentration of international language providers. Alliance française Kampala offers French courses from beginner to advanced levels, including regular, weekend and intensive formats, placement options and examinations such as the Test de connaissance du français (TCF) and DELF or DALF. Goethe-Zentrum Kampala offers German courses from A1 to B1, hybrid and online formats, preparation courses and Goethe examinations. Its published 2026 prices include approximately UGX 1,080,000 for an A1 standard course and UGX 1,200,000 for a B1 standard course, including books; half-level intensive courses are listed at approximately UGX 600,000 to UGX 650,000. Examination fees vary by level, module, internal or external registration and examination conditions. English assessment depends on the purpose. Aptis can support organisational placement, recruitment or workforce assessment and reports levels from A1 to C on the Common European Framework of Reference for Languages (CEFR). EnglishScore is a mobile test covering grammar, vocabulary, reading and listening and takes about 40 minutes. IELTS Academic is commonly used for higher education and professional organisations in English-speaking settings, while IELTS General is used for work, non-degree pathways and migration. The British Council in Uganda provides online resources, English Online and applications rather than a general programme of in-person language classes. A published 2026 IELTS Academic Uganda fee is UGX 1,397,000, with a test duration of about two hours and 45 minutes. UNEB fees are not language-specific and depend on the examination pathway. Published 2026 general fees include UGX 34,000 for the Primary Leaving Examination (PLE), UGX 164,000 for the Uganda Certificate of Education (UCE) and UGX 186,000 for the Uganda Advanced Certificate of Education (UACE). Registration for candidates in UPE, USE or UPOLET programmes is financed by the state under the applicable arrangements. School registration, continuous assessment, identity checks and deadlines affect access to UCE and UACE examinations. UNEB can evaluate foreign school qualifications under its equivalence procedures. Digital learning expands access but does not remove regional and financial barriers. NCDC e-learning materials, ICT-supported teaching, British Council English Online, EnglishScore, language-learning applications and Goethe preparation resources provide remote or self-directed options. They depend on a suitable device, stable internet access and the ability to pay for a course or test. Local-language adult courses and standardised examinations remain unevenly available outside established providers and urban centres.
