Vanuatu has no single national cost calculator. Useful local references include the Vanuatu National Statistics Office (VBoS) Household Income and Expenditure Survey (HIES) and consumer price index (CPI), Utilities Regulatory Authority tariffs, Ministry of Education and Training grants, Ministry of Health user-fee rules, the Department of Urban Affairs and Planning housing policy, Public Land Transport Authority information, inter-island transport providers and prepaid offers from Digicel and Vodafone. Amounts are stated in Vanuatu vatu, written as VT or VUV. The HIES 2019–20 recorded average household expenditure of VT 1,221,205 per year, about VT 101,767 per month. The median was VT 1,000,000 per year, about VT 83,333 per month, so the average does not describe a typical household equally well. About 67% of household resources were cash, 18% came from own production, 9% from actual or imputed rent, 3% from food consumed away from home and 3% from gifts. Around 60% of expenditure was concentrated among 40% of the population. The HIES 2025–27 survey is still being collected, so older figures provide a starting point rather than a current price promise. Food carried a 47% weight in the CPI basket, transport 13%, drinks and tobacco 11%, housing and utilities 9%, household supplies 4%, education 3%, communications 3%, clothing and footwear 3%, recreation 1% and health 0.3%. In March 2026, the CPI rose 0.6% from the previous quarter and 1.0% from March 2025. Health prices rose 13.3% year on year and education 7.6%; recreation rose 3.7%, miscellaneous items 3.5%, household supplies 1.9%, and drinks and tobacco 1.3%. CPI coverage focuses on Port Vila, Luganville and Lenakel, so outer-island prices should not be treated as equally measured. Cyclones, imports, fuel and freight create additional price risk. Housing and utilities averaged VT 160,066 per household in the HIES, about VT 13,339 per month and 13% of expenditure. Vanuatu has no reliable official national rent list. Rent depends on island, settlement, land tenure, building condition and available services. In peri-urban areas, land is often customary, while registered and serviced land is scarce. Registration and leasing can be lengthy, bureaucratic and expensive. Informal land arrangements affected about 12% of urban and peri-urban households in Port Vila and may not provide secure tenure or full legal protection. Minimum parcel sizes are generally 600 square metres in urban areas and 1,000 square metres in peri-urban areas. An unserviced parcel can add costs for water, sanitation, roads and electricity. Utility prices differ by provider and island. Published electricity examples include VT 58.19 per kilowatt-hour from UNELCO, VT 57.11 from VUI, a separate VUI reduction to VT 55.89 from May 2026, VT 68.35 from VANPAWA on Tanna and Malekula, VT 78.06 at Loltong, VT 67 at Wintua and VT 67 at Lorlow. Published water examples include VT 91.28 per cubic metre from UNELCO, VT 52 from the Department of Water Resources, VT 181.54 at Teouma, VT 164 at Green Lake, VT 103.41–120 at Bellevue and Beverly Hills, and VT 110 at Bukura. Monthly fuel adjustments and tariff changes can alter bills, so the provider and billing date belong in the calculation. Rainwater tanks, solar systems and small local power systems can serve remote households. The national least-cost planning model assigned 52% to small local power systems, 33% to standalone solar and 15% to network extension for customers without electricity. Food expenditure averaged VT 560,026 per year, about VT 46,669 per month and almost 46% of household expenditure. Gardens, fishing and other own production can reduce cash needs, but they still require time, transport and sometimes tools, fuel or other inputs. A Port Vila market survey in March 2025 recorded a 66% fall in supply and a 64% average price increase from the previous quarter. Staple supply fell 41% while weighted staple prices rose 58%. Food estimates should therefore separate local production, local-market purchases, imported supermarket goods and seasonal or cyclone-related costs. Transport averaged VT 118,015 per year, about VT 9,835 per month. Public land transport fares are intended to follow distance-based rules, but the fare structure was still proposed and awaiting approval in 2025. A nationwide bus or taxi tariff could not be verified. A taxi-meter tender was planned for 2026. Vanuatu Ferry resident fares range from VT 850 to VT 13,500; examples for adults include VT 8,700 between Vila and Ambrim, VT 9,900 between Vila and Tanna, and VT 12,200 between Vila and Santo, with separate child fares. Outer-island travel may require boat or air transport as well as cargo charges. A government fuel-support measure announced in April 2026 covered selected electricity, sea, air, public land transport and agricultural costs, but did not fully cover private vehicle owners. Health expenditure averaged VT 2,422 per year, about VT 202 per month, but this low average hides rare high costs. Ministry of Health policy generally provides free public care for citizens, subject to exceptions such as inpatient care, Health Committee charges and fees for non-citizens. A referral normally begins at the nearest primary facility. Non-urgent referrals may require a booking and form, and investigations, pathology, X-rays, surgery, transport and an accompanying person can add costs. No verified nationwide current fee schedule was available, so a health reserve should include travel and referral expenses. The strong rise in health prices in 2026 makes an old average less reliable. Education grants and subsidies reduce institutional charges but do not make schooling cost-free for households. Published 2023 rates per tranche were VT 9,000 per child for early childhood education, VT 8,900 for primary school and VT 8,125 for secondary school. The secondary tuition subsidy for Years 7–13 or 14 was VT 42,000 per child per year, and the 2022 boarding-fee subsidy was VT 45,000 per boarder. Families may still pay for uniforms, stationery, transport, documents, contributions, boarding and fundraising. Charges depend on the school or provider and on whether the school qualifies for Ministry of Education and Training funding in the relevant province and school year. Larger households multiply food, school, transport and health costs. School-access expenses can affect enrolment. A general child cash allowance is not established for household budgeting. The documented child allowance applies to permanent public-service staff, covers a maximum of two natural or adopted children up to age 18 and requires application and approval. Social-protection coverage was 13% in 2019, while no poor population received a social-assistance cash benefit in the cited 2022 measure, so a household budget should not assume a universal family payment. Communications averaged VT 36,157 per year, about VT 3,013 per month. Digicel prepaid examples were VT 75 for 3 hours and 1 GB, VT 200 for 24 hours and 2.4 GB, VT 350 for 3 days and 3 GB, and VT 600 for 7 days and 6 GB. Digicel home internet examples were VT 3,000 for 30 GB over 30 days, VT 5,000 for 60 GB and VT 8,000 for 100 GB, with a router required and coverage varying by location. Vodafone M-Vatu is mainly a payment service; withdrawals were reported at VT 240–360. Communication costs can also include a device, charging power, travel for top-ups and replacement equipment. Recreation and culture averaged VT 12,122 per year, about VT 1,010 per month. Kava, drinks and tobacco were recorded separately at VT 110,047 per year on average. Leisure spending is often local or informal, including nakamal visits, community activities, sport and tourism fees, but no reliable national price list for leisure or entry fees was verified. Visitor prices should not automatically be used as household leisure costs. A practical Vanuatu budget separates fixed cash costs such as rent or lease payments, electricity, water, telecommunications, school charges and regular transport from variable costs such as food, fuel, health and leisure. It also records in-kind resources such as garden or sea production, firewood and gifts, then adds sinking funds for school terms, annual payments and inter-island travel. Port Vila and Luganville households are usually more cash-dependent for rent, utilities and transport. Rural and outer-island households may rely more on production and gifts but face greater risks from logistics, health travel and education travel. Record the island, provider, household status, tariff date and season for every estimate, and update prices when tariffs, fuel costs, school charges or transport schedules change.
